Abstract
هدفت الدراسة إلى التحقق من تأثير القيادة الإبداعية بدلالة أبعادها (الحساسية للمشكلات، المثابرة، المبادرة، الأصالة) في تعزيز إدارة الأزمات بدلالة أبعادها (مرحلة ما قبل الأزمة، مرحلة الأزمة، مرحلة ما بعد الأزمة) بالقطاع الحكومي الفلسطيني، واستخدمت الباحثة المنهج الوصفي التحليلي، واعتمدت الاستبانة أداةً لجمع البيانات الميدانية، فيما تكون مجتمع الدراسة من الموظفين في الفئة الأولى والفئة العليا، وعددهم (4000)، واستخدمت فيها أسلوب العينة الطبقية العشوائية التي قدّرت بحوالي (391)، وتم توزيع الاستبانة على العينة، وتم استعادة (391) استبانة، بنسبة استرداد 100% خضعت للتحليل.
توصلت الدراسة إلى جملة من النتائج، من أهمها: وجود مستوى متوسط للقيادة الإبداعية وأبعادها (الحساسية للمشكلات، المثابرة، المبادرة، الأصالة، والإبداع)، ووجود مستوى متوسط لإدارة الأزمات بأبعادها (مرحلة ما قبل الأزمة، مرحلة الأزمة، مرحلة ما بعد الأزمة). كما بينت النتائج وجود تأثير للقيادة الإبداعية في إدارة الأزمات، وكانت كل أبعاد القيادة الإبداعية لها تأثير إيجابي على إدارة الأزمات في القطاع الحكومي الفلسطيني، أما على مستوى القطاع الذي تعمل فيه الوزارة فقد كان التأثير الأكبر للقيادة الإبداعية على إدارة الأزمات في قطاع العدالة، وتأثير القيادة الإبداعية في تعزيز إدارة الأزمات الأقل في القطاع الاقتصادي.
وفي ضوء النتائج السابقة تم الخروج بعدد من التوصيات، من أهمها: العمل على زرع ثقافة الإبداع، وذلك من خلال استحداث جوائز للنتاجات الأدبية والعلمية، وإقامة المؤتمرات العلمية التي تصب في مصلحة تطوير القدرات العلمية. ضرورة الاهتمام بزيادة المخصصات المالية؛ لتقديم الدعم اللازم، وتطبيق الكشف عن المخاطر، كونها الركيزة الأساسية لتلاشي العديد من الأزمات التي من الممكن أن تعيق عمل الوزارة وأداءها. كما أوصت الدراسة بأن تهتم الوزارات بشكل أكبر ببُعد (القيادة الإبداعية)؛ لتحقيق تأثير كبير في إدارة الأزمات.
The study aimed to identify the impact of Creative leadership with its dimensions (strategic sensitivity, clarity of vision, core capabilities, and shared responsibility) on enhancing crisis management with its dimensions (in the Palestinian government sector. The researcher used the Descriptive Analytical Approach. The questionnaire was adopted as a tool for collecting field data. The study population consisted of (4000) employees in the first and higher categories. The stratified random sampling method was used, which was estimated at (391). The questionnaire was distributed to the sample, and 391 questionnaires were retrieved, with a recovery rate of 100%, which were analyzed. Furthermore, the study reached several results, the most important of which are: a high level of strategic agility and its dimensions (strategic sensitivity, clarity of vision, core capabilities, and shared responsibility) , and a high level of organizational excellence and its dimensions: (leadership excellence, subordinates’ excellence, and service excellence average level of creative leadership and its dimensions (sensitivity to problems, perseverance, initiative, originality, and creativity) , and the existence of an average level of crisis management with its dimensions: (the pre-crisis stage, the crisis stage, and the post-crisis stage). Also, the results showed that there is an n impact of creative leadership in crisis management, and all dimensions of creative leadership had a positive impact on crisis management in the Palestinian governmental sector. Creativity in promoting the least crisis management in the economic sector. According to the previous results, the study recommends many recommendations, the most important of which are: Instilling a culture of creative; through creating prizes for literary and scientific productions, and the establishment of scientific conferences that serve the interest of developing scientific capabilities, the need to pay attention to increasing financial allocations to support and implement risk detection, as it is the main pillar for evading many crises that could hinder the work and performance of the ministry. And the ministries pay more attention to the dimension of (creative leadership) to achieve greater impact in crisis management.
