Abstract
هدفت الدراسة إلى التعرف على المشاريع التنموية للمؤسسات المجتمعية غير الربحية ومساهمتها في الحد من الفقر متعدد الأبعاد في محافظة الخليل، وتحقيقاً لهذا الهدف استخدم المنهج الكمي والكيفي، والاستبانة والمقابلة أداة لجمع المعلومات طبقت على عينة بلغت عدده (123) منظمة، اختيرت بالطريقة القصدية، من خلال رابط الاستمارة التي تم تصميمها إلكترونياً إلى جميع المنظمات، وبعد جمع البيانات ومعالجتها أظهرت النتائج مدى مساهمة المشاريع التنموية لمنظمات المجتمع المدني في الحد من الفقر متعدد الأبعاد جاء بدرجة متوسطة.
وتبين أن الآليات المستخدمة للحد من الفقرة من خلال تقيم الخدمات الغذائية تمثلت في استهداف مجموعة من المناطق المهمشة بحيث يتم توزيع عليهم بشكل شهري قسائم شرائية من محلات وموردين بحيث يتم تميل كل عائلة بحسب عدد أفرادها، كما أظهرت مقابلات أخرى أن هذه المنظمات تعمل على جميع الأموال من رجال الأعمال وتوزيعها على المحتاجين، وهناك منظمات أخرى تعمل على تقديم كفالات إنسانية للعائلات التي تتعرض لاعتداءات الاحتلال ومستوطنيه والتعامل معهم، وهناك منظمات تعمل على تمويل مشاريع صغيرة من أجل الحد من الفقر.
كما أن مدى مساهمة المشاريع خدمات صحية لمنظمات المجتمع المدني في الحد من الفقر متعدد الأبعاد جاء بدرجة متوسطة، وأهم الأنشطة هي هناك رعاية صحية بشكل منظم تقدم للفقراء عن طريق المنظمة، والخدمات الصحية المقدمة تمثلت في توفير التأمينات الصحية للفقراء عن طريق التنسيق مع الشؤون الاجتماعية ووزارة الصحة، وهناك منظمات تعمل في إطار التوعية الصحية للمواطنين، كما أن هناك منظمات تعمل على العديد من الفحوصات الطبية وخاصة للأطفال الذين يعانون من فقر الدم، كما أن هناك عيادة في بعض المنظمات تقدم الأدوية المجانية، وتقديم حملات طبية لها علاقة بالصحة الإنجابية تستهدف النساء
وأظهرت النتائج أن مدى مساهمة المشاريع خدمات المسكن للمنظمات في الحد من الفقر متعدد الأبعاد في محافظة الخليل جاء بدرجة منخفضة، وأهم الأنشطة تمثلت في أن المنظمة تساعد في الصيانة للمساكن الغير صحية)، وأن الخدمات التي تتعلق بالسكن تقدم بدرجة منخفضة وأن تقديمها يكون من خلال تزويد بعض العائلات الفقيرة في العدد من مستلزمات السكن من أجهزة كهربائية وتصليحات في البناء لبعض البيوت في الأسر الفقيرة، كما أن مدى مساهمة المشاريع خدمات التعليم لمنظمات المجتمع المدني في الحد من الفقر متعدد الأبعاد في محافظة الخليل جاء بدرجة منخفضة، وأهم الأنشطة أن المنظمة تتكفل لتعليم الطلبة الفقراء في الجامعات، وأن بعض المنظمات تقدم أجهزة حاسوب داخل المدارس وتوفير ألعاب تربوية وحدائق للطلبة، وهناك بعض المنظمات تعمل على عقد العديد من الدورات التعليمية والدروس التقوية للطلاب الذين يعانون من ضعف في المواد الدراسية، وأن مدى مساهمة المشاريع خدمات اجتماعية وثقافية لمنظمات المجتمع المدني في الحد من الفقر متعدد الأبعاد جاء بدرجة متوسطة، وأهم الأنشطة عادة ما تنظم المنظمة جلسات ثقافية عامة.
كما أظهرت النتائج أن الخدمات الثقافية والاجتماعية تمثلت في التوعية وإرشاد بعض الأسرة، وهناك بعض المنظمات تعمل على توفير جلسات الدعم النفسي للحد من العنف في بعض الأسر، كما أن هناك بعض المنظمات تعمل على رفع مستوى الوعي في الحقوق والواجبات لدى الشباب والنساء، وتدريب النساء على تنمية قدرتهن على اتخاذ القرارات، وعمل مخيمات صيفية يتخللها أنشطة ثقافية وأنشطة اجتماعية تعزز قدرة الطفل على بناء العلاقات الاجتماعية بطريقة سليمة.
وتبين أن (49%) من المنظمات تشرك الفئة المستهدفة بدرجة كبيرة في التخطيط، وأن (45%) من المنظمات تشرك الفئة المستهدفة بدرجة كبيرة في التنفيذ، وأن (46%) من المنظمات تشرك الفئة المستهدفة بدرجة كبيرة في التقييم.
بناءً على النتائج التي توصلت إليها الدّراسة تم الخروج بمجموعة من التوصيات أهمها أن تقوم المنظمات على دراسة احتياجات الفقراء من أجل توفير العديد من البرامج التي تحد من مستوى الفقر وتدعم الاستدامة في تلك البرامج للحد من مستوى الفقر، وأن تعمل المنظمات على تنفيد العديد من المشاريع التي تعمل على توظيف عدد من المواطنين في تلك المناطق من أجل الحد من مستوى البطالة للقضاء على الفقر.
The study aimed to identify the development projects of non-profit community institutions and their contribution to reducing multidimensional poverty in the Hebron Governorate. To achieve this goal, the quantitative and qualitative approach, questionnaire and interview were used as a tool to collect information and were applied to a sample of (123) organizations, chosen intentionally, from Through the link of the form that was designed electronically to all organizations, and after collecting and processing the data, the results showed the extent to which the development projects of civil society organizations contributed to reducing multidimensional poverty, which came to a moderate degree. It turned out that the mechanisms used to reduce poverty through the evaluation of food services were to target a group of marginalized areas so that purchasing vouchers from stores and suppliers were distributed to them on a monthly basis, so that each family was provided according to the number of its members. Other interviews also showed that these organizations work with all funds. From businessmen and distributing it to the needy. There are other organizations that work to provide humanitarian guarantees to families who are exposed to attacks by the occupation and its settlers and deal with them. There are organizations that work to finance small projects in order to reduce poverty. The extent to which health services projects for civil society organizations contribute to reducing multidimensional poverty was moderate, and the most important activities are health care in an organized manner provided to the poor through the organization, and the health services provided were the provision of health insurance for the poor through coordination with Social Affairs and the Ministry Health: There are organizations that work within the framework of health awareness for citizens. There are also organizations that work on many medical examinations, especially for children who suffer from anemia. There is also a clinic in some organizations that provides free medicines, and provides medical campaigns related to reproductive health targeting women. The results showed that the extent to which the organizations’ housing services projects contributed to reducing multidimensional poverty in Hebron Governorate was to a low degree, and the most important activities were that the organization assisted in the maintenance of unhealthy housing, and that services related to housing were provided to a low degree and that their provision was through providing Some poor families received housing supplies, such as electrical appliances and construction repairs for some homes in poor families. The extent to which projects and educational services for civil society organizations contributed to reducing multidimensional poverty in Hebron Governorate was low, and the most important activity is that the organization sponsors the education of students. The poor in universities, and that some organizations provide computers inside schools and provide educational games and gardens for students, and there are some organizations that work to hold many educational courses and strengthening lessons for students who suffer from weakness in academic subjects, and that the extent to which projects contribute social and cultural services to civil society organizations in Reducing multidimensional poverty reached a moderate degree, and the most important activities are: the organization usually organizes public cultural sessions. The results also showed that cultural and social services consisted of raising awareness and counseling some families. There are some organizations working to provide psychological support sessions to reduce violence in some families. There are also some organizations working to raise the level of awareness of the rights and duties of youth and women, and training women to Developing their ability to make decisions, and running summer camps that include cultural and social activities that enhance the child’s ability to build social relationships in a sound way.
