تخطيط استخدامات الأراضي و دوره التنموي من وجهة نظر المؤسسات ذات العلاقة : ريف دورا جنوب الخليل أنموذجاً للدراسة

Abstract
هدفت الدراسة الى دراسة الجدوى التنموية (الاقتصادية والاجتماعية والبيئية) لتخطيط استخدامات الأراضي، والتي تزامنت مع وجود عدة شكاوى من قبل المواطنين عن عدم جدوى مخططات استخدامات الأراضي مما دفع الباحثة لدراسة الواقع. أجريت الدراسة باعتماد المنهج الوصفي، في الفترة الواقعة بين شهري أيلول 2022 ونيسان 2023، بهدف التعرف على واقع تخطيط استخدامات الأراضي ودوره التنموي. ولتحقيق أهداف الدراسة تم اعتماد الاستبيان والمقابلة كأداة للدراسة، وجاءت العينة صدفية بواقع 127 استبانة من أعضاء مجالس الهيئات المحلية في ريف دورا والهيئة الإدارية في مجلس خدمات ريف دورا ومهندسيهم واللجنة الإقليمية في محافظة الخليل.وجاءت النتائج بدعم المبحوثين لتخطيط استخدامات الأراضي. وأن أهم مدلولات ذلك تتمثل في تشجيع المواطنين على احترام مخططات استخدامات الأراضي، ودعم القائمين على عملية التخطيط ودعم الجهات المختصة في مواجهة التعديات. أما أكثر دوافع هذا الدعم فكانت دور التخطيط في تحقيق استدامة الموارد البيئية وحماية المصالح العامة. في حين كان الاحتلال الإسرائيلي والتقسيمات الإدارية ومحدودية المساحة في ظل التنافس الكبير بين الاستخدامات المختلفة أشد معيقاته. أما عن مستوى جودة تخطيط استخدامات الأراضي فكانت تقديم المصلحة العامة على الخاصة وبناء المخططات ضمن الأولويات المجتمعية أعلى المؤشرات الإيجابية، وأقلها عدد التعديات على الاستخدامات والشكاوى المقدمة وعدد معاملات التعديل التنظيمي حيث كانت نتيجة مستوى الجودة منخفضة. وحول الجدوى التنموية لتخطيط استخدامات الأراضي فكانت كبيرة، تتقدمها الجدوى الاجتماعية متمثلةً بحماية كل ما هو عام من الأراضي، وتخصيص المساحات وفق الأولويات المجتمعية، تليها الجدوى البيئية متمثلة في حماية المصادر الطبيعية وحماية سلامة الانسان وتحديد المواقع المناسبة للأنشطة الإنسانية بما يحقق التوافق البيئي، أما الجدوى الاقتصادية فكانت في المرتبة الثالثة متمثلة في الحفاظ على الأرض كمورد اقتصادي والحفاظ على الحقوق الاقتصادية لأصحاب الحقوق. وأخيراً توصي الدراسة باستمرارية دعم تخطيط استخدامات الأراضي والجهات القائمة عليه، وعمل ورشات عمل توعوية تستهدف فئات المجتمع المختلفة، ودعوة كافة الهيئات المحلية للمشاركة بالمؤتمرات والفعاليات ذات العلاقة بالتخطيط، ومطالبة الجهات المخولة بتطبيق القانون القيام بواجبها وتوفير الدعم اللازم للهيئات المحلية، ورفع معايير الخبرة والكفاءة للفرق المشاركة في التخطيط .
The results came with the respondents' support for land use planning, and the most important implications of that are encouraging citizens to respect land use plans, supporting those in charge of the planning process and supporting the competent authorities in confronting encroachments. Most of the motives for this support were the role of planning in achieving the sustainability of environmental resources and the protection of interests. The Israeli occupation, the administrative divisions and the limited space in light of the great competition between the different uses were the most severe impediments. As for the level of quality of land use planning, the preference of the public interest over the private and the building of plans within the societal priorities were the highest positive indicators, but the most decisive indicators regarding the level of quality. The number of infringements on uses, complaints filed, and the number of regulatory amendment transactions were as a result of the low level of quality. Regarding the developmental feasibility of land use planning, it was great, preceded by the social feasibility represented by protecting all that is public from the lands, and allocating spaces according to societal priorities, followed by the inter-feasibility represented in protecting natural resources, protecting human safety and identifying suitable sites for humanitarian activities in order to achieve inter-compatibility. The economic sector was ranked third, represented by preserving the land as an economic resource and preserving the economic rights of rights holders Finally, the study recommended the continuity of support for land use planning and the authorities in charge of it, conducting awareness workshops targeting different groups of society, inviting all local bodies to participate in conferences and events related to planning, and asking the authorities authorized to implement the law to carry out their duty and provide the necessary support to local bodies, and raise awareness. Standards of experience and competence for the teams involved in planning and distributing different uses on land use plans according to the need of the area and only, and not being biased towards a specific use
