Abstract
هدفت هذه الدراسة الى معرفة واقع العمال الفلسطينيين في جنوب الخليل الذين يعملون في الاراضي المحتلة عام (1948) والآثار الاجتماعية المترتبة عن عملهم من وجهة نظرهم وكذلك من وجهة نظر وزارة العمل والاتحاد العام لنقابات فلسطين، وطبقت هذه الدراسة في الفصل الدراسي الثاني من العام (2022-2023) وتكون مجتمع الدراسة من جميع العمال في جنوب الخليل الحاصلين على تصاريح عمل ويعملون في الاراضي المحتلة عام(1948) وكذلك لأداة المقابلة كان المجتمع وزارة العمل والاتحاد العام لنقابات فلسطين وبلغ مجتمع الدراسة حسب كتاب من وزارة العمل 4828 عامل.
تكونت عينة الدراسة من ( 370) عاملاً وعاملة ما نسبته (0.076) من مجتمع الدراسة وكذلك مقابلات مع موظفين في وزارة العمل والاتحاد العام لنقابات فلسطين وتم اختيار العينة بالطريقة العشوائية الصدفية ، حيث استخدم الباحث المنهج الوصفي لوصف الظاهرة وتحليلها وقد أظهرت الدراسة مجموعة من النتائج اهمها ان هناك درجة من التمييز والظلم والقهر تمارس على العمال الفلسطينيين الذين يعملون في الاراضي المحتلة عام(1948) وهناك ايضا عزل للعامل ومحاولة استبعاده من واقعه الاجتماعي والوطني بسبب الإجراءات التي تمارس عليه من دولة الاحتلال وكذلك عدم وجود سند له على مستوى وطني من الوزارات المعنية والاتحاد العام لنقابات فلسطين ، وايضا هناك تغير في نظرة العامل للتعليم واهميته في بناء المستقبل للأولاد وهناك ايضا آثار اجتماعية على الأسرة، وكذلك هناك هدر للقدرات التي يمكن استغلالها في الضفة الغربية ان وجد بديل لعمل العمال اضافة الى ادخارات العمال التي يستغلها الاحتلال والتي تشكل فرصة للتنمية ان وجدت الثقة في السلطة الفلسطينية .
وفي ضوء نتائج الدراسة خرج الباحث بمجموعة من التوصيات اهمها : ضرورة السعي من اجل تشكيل نقابة عمال قوية من خلال عمل انتخابات حقيقية ممثلة للعمال الفلسطينيين الذين يعملون في الاراضي المحتلة وتشكيل جسم قانوني للمطالبة بحقوق العمال من خلال وزارة العمل والاتحاد العام لنقابات فلسطين وكذلك ضرورة تغيير الاعتقاد بعدم وجود سند وداعم لهم في السلطة الفلسطينية وعمل صندوق سيادي للعمال لاستثمار ادخاراتهم بعد تحويلها من قبل دولة الاحتلال في مصلحة خلق البدائل في الضفة للعمال وكذلك ضرورة خلق استراتيجية تقاوم رغبة دولة الاحتلال في إنهاء القضية الفلسطينية من خلال إنهاء اي فرصة للاستثمار داخل الضفة الغربية واستغلال الطاقات العظيمة والجبارة من عمالنا لزيادة التنمية داخل الكيان الغاصب على حساب هدم اي فرصة للاستثمار في الضفة الغربية .
This study aimed to know the reality of Palestinian workers in the south of Hebron who work in the occupied territories in (1948) and the social effects of their work from their point of view, as well as from the point of view of the ministry of labor and the general federation of Palestinian trade unions. This study was applied in the second semester of the year (2022-2023). The study population consisted of all workers in South Hebron who obtained work permits and worked in the occupied territories in (1948), as well as the interview was conducted with the ministry of labor and the general federation of Palestinian trade unions, and the study population, according to a letter from the Ministry of labor reached (4828) workers The sample of the study consisted of (370) male and female workers, a percentage of (0.0766) from the study population, as well as interviews with employees in the ministry of labor and the general federation of Palestinian trade unions. The sample was chosen randomly, where the researcher used the descriptive approach to describe and analyze the phenomenon. The researcher used two tools to collect data, namely the questionnaire and the interview. The questionnaire consisted of (61) items distributed over five fields, namely (workers' reality, social reality, social impact, obstacles, challenges), and the interview consisted of three fields (legal support, investing workers' savings, limiting of the negative aspects of the work of Palestinian workers in the occupied territories). The tool was presented to a group of arbitrators to ensure its validity, and reliability was calculated using Cronbach alpha (0.75). The results of the study showed that there is a degree of discrimination, injustice and oppression practiced on Palestinian workers who work in the occupied territories in (1948), and there is also isolation of the worker and an attempt to exclude him from his social and national reality because of the procedures practiced on him by the occupying state, as well as the lack of support for him on A national level from the concerned ministries and the General Federation of Palestinian Trade Unions, and there is also a change in the worker’s view of education and its importance in building the future of his children, and there are also social effects on the family, as well as there is a waste of capabilities that can be exploited in the West Bank if there is an alternative to workers’ work, in addition to workers’ savings Which is exploited by the occupation, which constitutes an opportunity for development, if there is confidence in the Palestinian Authority. In the light of the results of the study, the researcher came out with a set of recommendations, the most important of which are: striving to form a strong trade union through holding real elections that are representative of Palestinian workers working in the occupied territories, and forming a legal body to demand workers’ rights through the Ministry of Labor and the General Federation of Palestinian Trade Unions, as well as the need to change Believing that there is no support for him in the Palestinian Authority and the work of a sovereign fund for workers to invest their savings after being transferred by the occupying state in the interest of creating alternatives in the West Bank for workers, as well as the need to create a strategy that resists the desire of the occupying state to end the Palestinian cause by ending any opportunity to invest in the West Bank and exploit The great and mighty energies of our workers to increase development within the usurping entity at the expense of demolishing any opportunity for investment in the West Bank.
