Abstract
هدفت الدراسة إلى التعرف على الأثر التنموي لتسجيل الاراضي للنساء في الضفة الغربية، ولتحقيق أهداف الدراسة، استخدمت الباحثة المنهج الوصفي التحليلي الكمي والاستنباطي، حيث استخدمت الدراسة الاستبانة لجمع البيانات، وتم تطبيق الدراسة على عينة مكونة من (399) امرأة، تم اختيارهم بالطريقة العشوائية، وأظهرت النتائج أن واقع تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية من وجهة نظرهن جاء بدرجة موافقة متوسطة، بمتوسط حسابي (2.46) ونسبة مئوية بلغت (49.2%)، وهذا يدل على أن تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية لم يرقى إلى المستوى المطلوب لحصول المرأة على حقوقها في الأرض، لذا يجب العمل على توعية المواطنين بضرورة إعطاء المرأة حقوقها كاملة في الأرض التي تورث لهم.
وأن مستوى الدور التنموي لتسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية من وجهة نظرهن جاء بدرجة موافقة متوسطة، بمتوسط حسابي (2.91) ونسبة مئوية بلغت (58.2%)، وجاءت التنمية الاقتصادية أولاً ثم التنمية الاجتماعية ثانياً، أي أن عدم حصول المرأة الفلسطينية في الضفة الغربية على حقها في تملك الأرض أدى إلى إضعاف التنمية الاقتصادية والاجتماعية لها وللمجتمع، ومن أجل تجاوز هذه المشكلة يجب العمل تسريع وتيرة إنجاز تسجيل الأراضي ومضاعفة الجهود لتحقيق الهدف المرجو وهو تسوية كامل أراضي الضفة الغربية الذي يسهم في حل مشكلات ميراث المرأة.
وتبين أن مستوى التحديات والمعيقات التي تواجه تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية من وجهة نظرهن جاء بدرجة موافقة كبيرة، بمتوسط حسابي (3.90) ونسبة مئوية بلغت (78.0%). وهذا يدل على أن تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية يواجه تحديات ومعيقات كبيرة، لذا يجب العمل على تذليل تلك التحديات والمعيقات التي تواجه تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية من خلال نشر الوعي وتثقيف الناس بضرورة حصول المرأة على حقوقها كاملة وتمكينها في المجتمع.
كما أظهرت النتائج أن تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية يؤثر إيجابياً في التنمية، حيث فسرت ما مقداره (53.7%) من تباين "التنمية"، كذلك توصلت الدراسة إلى وجود تأثير دال إحصائياً لسعر المتر المربع للأرض التي تملكها المرأة الفلسطينية في الضفة الغربية في (التنمية 1967-2021)، حيث فسر ما مقداره (18.5%) من تباين "التنمية"، نستنتج من ذلك إن تسجيل الأراضي للنساء الفلسطينيات في الضفة الغربية له تأثير إيجابي على التنمية 1967-2021، سواء التنمية الاقتصادية أو التنمية الاجتماعية.
كما توصلت الدراسة إلى وجود علاقة عكسية سالبة بين التحديات والمعيقات التي تواجه تسجيل الأراضي وبين الدور التنموي الكلي لتسجيل الأراضي للنساء الفلسطينيات، حيث بلغ معامل الارتباط للعلاقة بينهما (-.302) بدلالة إحصائية (0.001).
وأظهرت النتائج وجود فروق ذات دلالة إحصائية بين متوسّطات درجات النساء الفلسطينيات للدور التنموي لتسجيل الأراضي لهن في الضفة الغربية من (1967 – 2021) تعزى لمتغير المستوى التعليمي، لصالح اللواتي مستواهن التعليمي (دراسات عليا)، ومستوى الدخل لصالح اللواتي مستوى دخلهن (متوسط)، وحيوية موقع الأرض، لصالح اللواتي أرضهن ذات حيوية (عالية) و(متوسطة). وهذا يعني أن البلديات والمجالس المحلية عليها أن تقوم بتقديم الخدمات لكافة المناطق التي تديرها من شق الطرق وتعبيدها، وتمديد شبكات المياه والكهرباء وخاصة المناطق التي لا تصلها هذه الخدمات، وهذا يسهم في رفع قيمة الأراضي وزيادة التنمية في المنطقة المستهدفة.
وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسّطات درجات النساء الفلسطينيات في التحديات والمعيقات التي تواجه تسجيل الأراضي لهن في الضفة الغربية من (1967 – 2021) تعزى لمتغيرات المستوى التعليمي، مستوى الدخل، وحيوية موقع الأرض.
The study aimed to identify the developmental impact of land registration for women in the West Bank, and to achieve the objectives of the study, the researcher used the descriptive, quantitative and deductive analytical approach, where the study used a questionnaire to collect data, and the study was applied to a sample of (399) women, who were chosen by random method. The results showed that the reality of land registration for Palestinian women in the West Bank, from their point of view, came to a medium degree of approval, with a mean (2.46) and a percentage of (49.2%), and this indicates that land registration for Palestinian women in the West Bank did not reach the level required for women to obtain their lands. On her rights to land, it is necessary to work on educating citizens about the necessity of giving women their full rights in the land that is bequeathed to them. And that the level of the developmental role of land registration for Palestinian women in the West Bank, from their point of view, came to a medium degree of approval, with a mean of (2.91) and a percentage of (58.2%). Her right to own land has weakened the economic and social development of her and society. In order to overcome this problem, work must be done to speed up the pace of land registration and redouble efforts to achieve the desired goal, which is the settlement of the entire West Bank lands, which contributes to solving the problems of women’s inheritance. It was found that the level of challenges and obstacles facing Palestinian women's land registration in the West Bank from their point of view came to a large degree of agreement, with a mean of (3.90) and a percentage of (78.0%). This indicates that land registration for Palestinian women in the West Bank faces great challenges and obstacles, so work must be done to overcome those challenges and obstacles facing Palestinian women's land registration in the West Bank by spreading awareness and educating people about the need for women to obtain their full rights and empower them in society. The results also showed a statistically significant effect of land registration for Palestinian women in the West Bank on development from 1967-2021, as they explained the amount of (53.7%) of the “development” variance. The study also found a statistically significant effect of the price per square meter of land owned by Palestinian women. In the West Bank (Development 1967-2021), where he explained the amount of (18.5%) of the variance of “development”, we conclude from this that the registration of land for Palestinian women in the West Bank has a positive impact on development 1967-2021, whether economic development or development Social. The study also found a negative inverse relationship between the challenges and obstacles facing land registration and the overall developmental role of land registration for Palestinian women, where the correlation coefficient of the relationship between them was (-.302) with a statistical significance (0.001). The results showed that there were statistically significant differences between the average scores of Palestinian women for the developmental role of their land registration in the West Bank from (1967 - 2021) due to the educational level variable, in favor of those whose educational level (higher studies), and the income level in favor of those whose income level (medium), and the vitality of the land site, for the benefit of those whose land is of (high) and (medium) vitality. This means that municipalities and local councils have to provide services to all areas they manage, including building and paving roads, and extending water and electricity networks, especially areas that are not reached by these services, and this contributes to raising the value of land and increasing development in the target area. The results showed that there were no statistically significant differences between the average scores of Palestinian women in the challenges and obstacles facing their land registration in the West Bank from (1967 - 2021) due to the variables of educational level, income level, and the vitality of the land location.
