Abstract
The study aimed to identify the reality of applying the standards of governance in the public administration in the General Staff Office, after discussing the criteria of governance in two focus groups to choose the criteria affecting the work of the Bureau, Where criteria were selected (transparency, participation, accountability, rule of law, effectiveness and efficiency), And the relationship of these standards with the principle of equal opportunity in the needs identification, recruitment, reward, promotion, training and evaluation systems carried out by the General Staff Office. And to achieve this purpose, the researcher used the descriptive approach, and the study community was identified and represented in the staff of the public departments specialized in human resources development in the ministries (education and higher education, health, social development, local government) their number is (59) Employees who are classified and certified who hold the rank of head of department or higher, In addition to all employees in the General Staff Office who work in the specialized positions, their number is (150) Employees who are classified and certified, and Because of the small study population, the researcher used the comprehensive survey method to distribute the questionnaire, and the recovery rate was 86%. The study reached a number of results, the most prominent of which were: The degree of application of the criteria of governance previously defined in the General Staff Office was very high with 79.8%, and the total degree of equal opportunity in the operations of the General Staff Office and previously identified also reached a high score (83.2%). The study also found that there is a statistically significant relation (α ≤ 0.05) between the degree of application of the specific governance standards in the study and the degree of equal opportunities in the operations of the specific staff office, and this relationship was so direct that the application of the principle of equal opportunity increases with the degree of application of the standards of governance. The study concluded with a set of recommendations, the most important of which is the need to publish and adopt the application of the criteria of governance in the ministries and institutions of the State of Palestine, As well as the need for concerted efforts of government and civil society to promote the principle of equal opportunities in all fields and sectors, The study also recommended the need to improve and develop evaluation systems in the staff office, which reflects positively on the equal opportunity in it, In addition to focusing on the rule of law and the development of laws governing the promotion of governance and equal opportunities in government institutions.
