Abstract
The study aimed at identifying the emotional intelligence and its relationship to the
practice of cyber blackmail in a sample of victims in the West Bank. The study used the
quantitative descriptive approach through the use of a questionnaire tool designed
specifically for obtaining data from the victims. She also used qualitative descriptive
approach via an interview In order to obtain data from the staff of the Family Protection
Unit and the E-Crime Prosecution in both the Palestinian Police and Public Prosecution.
The study population consists of (208) victims of cyber blackmail crimes according to the
prosecution statistics. The study sample included (73) victims from the cybercrime unit,
the family protection unit in the Palestinian police and the cybercrime prosecution in the
public prosecution were selected in an intentional manner. In addition, an interview was
conducted with (5) individuals who works in the Electronic crime and family protection
units in the Palestinian police and public prosecution.
The study reached a set of results, the most important of which is that the level of
emotional intelligence affects the increase in the practice of cyber blackmail crimes. The
level of emotional intelligence among victims of cyber blackmail crimes was medium and
the average of the total score (3.39). However, the study also found that financial and
sexual extortion and defamation are among the most common types of cyber blackmail.
The study also found the main difficulties that limit the work of the Cybercrime Unit and
the Family Protection Unit in the are the limitation of the financial resources. In addition,
there is a lack of modern equipment and trained qualified staff to deal with the perpetrators
of these crimes, especially in cases where the perpetrator of a cybercrime is characterized
by a high level of emotional intelligence. On the other hand, the results indicated that the
procedures followed by the "Cybercrime Unit, the Family Protection Unit in the
Palestinian Police Authority and the Cybercrime Prosecution in the Public Prosecution" in
dealing with cyber blackmail crimes are completely confidential. The results also indicated
that bad friends are one of the most important reasons that lead to cyber blackmail crimes,
and that emotional relationships are one of the most important ways used to inflict victims
of cyber blackmail crimes. in addition, the study pointed out that the most important effects
resulting from cyber blackmail are family disintegration, The spread of deviation between

victims and blackmailers, while the results of the interviews indicated that there are cases
of psychological trauma and can lead in some cases to death. The results also indicated that
there is no statistically significant relationship at the level of significance (α ≤ 0.05)
between the level of intelligence and the practice of crimes of electronic blackmail for the
victims. Also, there are no statistically significant differences according to study variables
(sex, educational level, place Housing, Age, employment, income level, marital status,
social media usage rate).
The study reached a set of recommendations, the most important of which is to raise the
level of preventive awareness among all members of the society about the crimes of
electronic blackmail, through television programs and bulletins by the Palestinian police.
This will lead to a sufficient awareness of the existence of such crimes in the community
and it will raise the level of trust in the public prosecution and the Palestinian judiciary.
This will be achieved through the application of the amended law on cybercrime and the
publication of trial sessions for members of the community through the various media to be
a deterrent to the perpetrators and gain the trust of citizens. Also the need for the
individuals who use the network Spyware to check their computers, install security
programs licensed by Palestinian Internet companies, and not use their accounts in public
places that are not trusted so as not to be subjected to cyber blackmail. Finally , to allocate
a budget to combat cybercrime and train the workers in this field to try to minimize and
control these crimes.
