Abstract
This study aims to measure the impact of the dimensions of the McKinsey 7S model in the organizational diagnosis of the Palestinian Ministry of Health in managing crises using strategic flexibility as an intermediate variable. To achieve the goals of this study, the researcher used the analytic descriptive approach. The researcher also prepared a questionnaire of four main sections that dealt with the variables of the study. The study population included employees of supervisory functions in the Palestinian Ministry of Health in the Gaza Strip. Eight hundred and fifty-two employees were selected as ranked from Heads of Departments to Deputy Ministers. The researcher employed the stratified random sampling according to the job title. Accordingly, 420 questionnaires were distributed among the study population to guarantee getting back the optimum size of the sample representing the study population; 267 of were received, (responserate 63.5%). The basic outcomes of the study: There is an agreement of a medium degree from the sample members on (strategy, organizational structure, employees/administrative body, skills, administration style, shared values and work system), where the relative weight reached (63.74%). Moreover, there was an agreement of a medium degree from the sample members on the strategic flexibility, where the relative weight reached (61.74%). As for the availability of management of crises, the relative weight reached (66.64%). The results also showed that the "strategic flexibility" is a partial intermediate variable, which means that it mediates the relationship between the dimensions of the McKinsey model and management of crises in the Palestinian Ministry of Health. The results indicated there were no statistical-indicative differences between the average estimates of the sample study that could be attributed to (gender, age, job title or an educational qualification). On the other hand, the results indicated that there were statistical-indicative differences between the average estimates of the sample study, which were attributed to the number of courses given in the field of crises management in favor of those who got 5 courses and more. Main recommendations: The Ministry of Health should provide more consideration and care to the processes of environmental analysis at all levels, especially the internal environment, to assess the availability of human and Organizational resources inside the Ministry, particularly the abilities and experiences there, or the provision of financial and physical resources in addition to the availability of informational and technical techniques that are related to the Palestinian health sector. This study recommends that the Ministry of Health should constantly change its strategies with high flexibility to suit the changing environment of the Ministry of Health. In addition, this study highly recommends that the senior management in the Ministry of Health should encourage positive and open communication with high transparency and flexibility whether with its employees or its beneficiaries. Furthermore, the Ministry should enhance its capacities in managing crises through establishing ways to prevent crises, setting priorities to manage crises and achieving cooperation and coordination among all sections internally.
