Abstract
The study aimed to identify the sectors that capture the highest percentage of the total active portfolio among the Microfinance institutions licensed by the Palestinian Monetary Authority. Besides, identifying the riskiest sectors, and the most growing ones as well. The study considered the sector type as an independent variable which has been divided into three main sections: The productive sector, the housing sector, and the consumer sector. Whereas, the productive sector was divided into five sub-sectors: The commercial sectors, the service sectors, the industrial sectors, the agricultural sectors, and the tourism sectors. The study also adopted the quality of the credit portfolio as a dependent variable. Based on that, the Portfolio at Risk (PAR) index was used as a measure of quality, for being the most important, most used, and easiest measure for comparison among the Microfinance institutions. To achieve the objectives of the study, the quantitative analysis methodology based on referring to time series data (annual data) was used to analyze and describe the changes and developments that occurred to them. The study community was represented by eight Microfinance institutions that were officially licensed by the Palestinian Monetary Authority at the end of 2019. The data of these eight institutions were studied over a period of five years (2015-2019). Also, the study sample has consisted of three of these licensed institutions, namely: FATEN institution, Reef institution, and VITAS institution, as this sample represented 37.5% in terms of number, and 64% of the total active loan portfolio for the study community. To achieve the desired results, primary data were extracted from the institutions’ reports and were entered into Microsoft Excel, where it was mathematically processed to obtain the final data. On the other hand, SPSS statistical analysis program was used to conduct various statistical tests. EViews 10 was also used to perform the graphs used in this study. The study found that the productive sectors obsessed the highest percentage of the total active portfolio, followed by the housing sector, then the consumer sector. Among the sub-productive sectors, the commercial sector holds the highest percentage of the total active portfolio, followed by the agricultural sector, service sector, industrial sector, and tourism sector, respectively. م The study also found that the consumer sector is the riskiest and the most sensitive sector among all sectors, with a big difference from them, followed by the productive sectors, and then the housing sector, with close ratios in terms of the portfolio at risk (PAR). There were also no significant differences between the sub-productive sectors in terms of the portfolio at risk (PAR). In the matter of growth, the study also found that the most growing sector during the study period is the consumer sector, followed by the productive sector and the housing sector. Among the sub-productive sectors, the service sector achieved the highest growth rate, followed by the industrial sector, then the agricultural and commercial sectors. On the other hand, the tourism sector achieved a decline in growth. The study recommended the necessity of continuing to focus on productive sectors and increasing their percentage of the total active portfolio to the highest possible percentage in line with the mission of these organizations and their evolving role, with the need to maintain a low percentage of consumer loans and tighten control over them due to their high risks, also ensure that housing sector loans do not exceed the percentage of productive sector loans despite their low risks. The study also recommended continuous providing loan officers with the necessary training in studying productive project loans and preparing financial statements for them, which contributes to enhancing the ability in making a thorough credit decision that reduces its risks. Moreover, the study similarly recommended providing training programs for the owners of productive projects for better management of their projects. It also urged the need of proving the disbursement of loans to ensure that they are used for the right purpose. Finally, the study prompted the need to increase transparency in the disclosure of performance reports for the lending organizations and facilitate the accessibility to these reports by publishing them on their websites or the official websites of the supervisory authorities.
