Abstract
This study was conducted during the academic year 2019-2020, whereby the study community represented all officers who are working for the police in Palestine in the northern governorates from the rank of lieutenant to the rank of higher than a colonel, they reached (657) policemen. The sample was taken through the Robert Mason formula that reached (200) police officer , those considered a representative of the community. The problem of the study was the role of the flexibility of human resources management in achieving strategic leadership for the police in Palestine. The study aimed to identify the flexibility of human resources management and its role in achieving strategic leadership with the police in Palestine, according to the following fields (job flexibility, behavior flexibility, skill flexibility), in addition to knowing the reality of strategic leadership of the Palestinian police in Palestine, and knowing the relationship between the flexibility of human resources management and achieving strategic leadership in Palestine. The researcher used the descriptive approach to complete the study, The researcher used the questionnaire to collect data and information, which included (62) paragraphs distributed on two axes. The first is the flexibility of human resources, (job flexibility, flexibility of behavior, flexibility of Skill), while the second axis relates to achieving strategic leadership, and the results of the questionnaire were analyzed and statistically processed through the use of the SPSS program, the results have a degree of honesty and consistency for the total score of the axis of human resource flexibility (0.95), and the overall score of the axis of achieving strategic leadership (0.94). The study concluded that the total degree of the level of application of human resource flexibility was too much with an arithmetic average (4.36), the total score for the axis of achieving strategic leadership was very much and with an arithmetic average (4.36), it was found that there was an incorporeal relationship between the flexibility of human resources and the achievement of strategic leadership, There were also no significant differences in the flexibility of human resources management and its role in achieving the strategic leadership of the police in Palestine due to the variables (gender, educational qualification, military rank, and years of experience) according to the axis of strategic leadership, a statistically significant differences emerged in each of the variable (gender, Military rank, and years of experience) depending on the axis of human resource flexibility. The study recommended the necessity of enhancing the flexibility of the human resources of the Palestinian police in Palestine, and supporting them in various capabilities by the Palestinian government because of its effective role in improving the security system in Palestine , and strengthening the strategic leadership of the Palestinian police and supporting the high leadership of the police and the Palestinian Ministry of Interior to achieve a vision And the message of the police in achieving general security for Palestinian society.
