Abstract
The industrial sector forms one of the very crucial economic basics globally, so the support of this sector and the promotion to the level of the available industries in it, must be a basic aim of any economic development policy. The convertible industry sector in Palestine is considered as an important sector due to its contribution in employment and the total local and gross production, so the study focused on one of the most important convertible industry in Palestine which is the footwear industry and which is considered as one of the most prominent income in Palestine. The study aimed to introduce the reality of footwear industry in Palestine, traced the developments and changes affected it, study of this industry performance and its productivity, specifying its role in Palestinian economy, and shedding light on the most important conflicts and issues that face, in addition to the introduction of the effect of import and the trading openness on this industry, and the contribution in placing the appropriate strategies and policies to achieve the economic growth in it. The study contained 6 chapters, the first chapter discussed the background of the study germane its importance, aims and questions. While the second and the third chapters contained the theoretical framework of the study: the second chapter introduced the concept of industry, and clarified the shape of the Palestinian industrial sector and its various classifications, and it also clarified the importance of industry in the economy development and its contribution in the Palestinian local economy sector, in addition to the economic growth in the industry. The third chapter discussed the footwear industry in Palestine and it contained a historical abstract about leather and footwear industry in Palestine, in addition to the current reality of the footwear industry in Palestine, moreover the conflicts and impediments that this industry suffers and to clarify the role of external import and its effect on it. while the methodology of study was discussed in the fourth chapter. In the fifth chapter the results of the study questions were discussed and shown. The sixth chapter contained the outcomes, recommendations, in addition to the references and appendixes. The researcher followed the descriptive method to analyze the data and statistics she gathered from primary and secondary resources in order to describe the case-study as it is on reality, so the researcher used the quantitative method throughout questionnaire to collect the study data. Opinionate Interviews have been done to collect more information about the nature of footwear industry in Palestine by interviewing the chief of the General Union for the Palestinian leather industry Mr.Hussam Al-Zaghal which helped the researcher in constructing the questionnaire and focusing on the main weakness sides in the industry. The study leads to many results and outcomes lurking in: most of the facilities have focused on both men and women productions without concentration on children and youth footwear. It has shown that most of footwear industry facilities suffered from the recession in its production level recently, definitely in the last four years . The study has reached out that China is the first and main competent, then Turkey, then European countries, then Arabic countries respectively. The local market is the main market for the productions of this industry. The study has shown the most important challenges this industry suffer which are the lack in the trained workers, the disability in the usage of modern technology in industrialization, the rise in production cost, and more issues relevant to funding, marketing, competition and import, even though, there aren’t any real procedures connected with the occupation impede the footwaer industry directly. It was shown that it was able to develop the footwaer industry in Palestine by voting of 30% of the study sample throughout restricting the amount of import on one side and supporting the factories’ owners on the other hand. The study has shown that the role required from the government and the specialist committees in the Palestinian Authority to support this industry lurks in offering facilitations to the owners of the local industry like reduce the taxes, support facilities, increase the percentage of local industry support.The most important recommendations this study extracted are: the necessity to focus on the attention by footwear industry facilities to variate in designs and encourage the innovation in it, develop its performance in youth production and find new market to enable competition in. The necessity to motivate the workers to involve in this industry with the heed to train them intensively in the various domains especially in designation and marketing to develop the administrative and technical skills in the sector. It also recommended the necessity to update the production methods, the mechanics used in industrialization, and to increase the modern technology used in industry, in addition to keep the appropriate funding resources for footwear industry, and the continual official support throughout implementing the required technical instructions to save the market from the import productions.
