Abstract
This study is aimed at identifying] exploring [ the role of learning organizations in improving the cellular communications companies’ performance in the State of Palestine. To this end, the researcher has used the descriptive approach and designed a questionnaire 55 questions that touched on five main aspects, namely strategic leadership, empowerment, work team, company memory and institutional performance. The study has an aggregate degree of validity and consistency of 0.96 and of 0.97 for learning organizations and institutional performance respectively. The study population is comprised of 150 of heads of departments, sections and units besides to supervisors working in cellular communications companies, namely the Palestine Cellular Communications Company (Jawwal) and Ooredoo Palestine. In order to carry out the study, the researcher used the method of exhaustive survey of all members of the study population. The final questionnaires filled and obtained from members of the study population and fit for statistical analysis totaled 120, accounting for 80 percent of the study population. Thus, they are representative of the study population.
The study findings show that the aggregate] total[ degree of learning organizations among the cellular communications companies operating in the State of Palestine was high with an overall average of 3.89 and large estimate. The value of standard deviation was 0.59 with a coefficient of variation of 15%. The study findings also show that the aggregate degree of the institutional performance aspect was very large with an average of 4.22. The value of standard deviation was 0.64 with a coefficient of variation of 15%. They also show that there is a significant relation among the dimensions of the learning organizations as a whole and improving the institutional performance of the cellular communications companies in the State of Palestine. While, the study findings show that there were no significant differences that could be ascribed to the ‘nature of work’ variable at the level of the statistical index (0.05≥) in the learning organizations’ role in improving the institutional performance of the cellular communications companies in the State of Palestine.
The study findings also show significant differences according to the (sex, academic qualification and years of experience) variables in the aspects of learning organizations and institutional performance. The differences related to the sex variable are in favour of females in both aspects of the study. Besides, there are differences in the responses to the questionnaire between the study members holding intermediate diploma and the supervisors holding Bachelor and postgraduate degrees in terms of the academic qualification variable in relation to the learning organizations aspect. These differences are in favour of postgraduate degree holders with a higher average of 3.97. As for the differences between the sample members who hold intermediate diploma and supervisors holding bachelor degrees in terms the institutional performance aspect, they are in favour of bachelor degree holders with a higher average of 4.27.
In addition, with respect to the years of experience variable, there are differences among the sample members with less than 5 years of experience, supervisors with experience ranging between 5 and 10 years, and other supervisors with experience of over 15 years in terms of the learning organizations aspect. The differences are in favor of the sample members with a proven track record of experience of over 15 years working in cellular communications companies, with the highest average of 4.27. There are also differences among the sample members with less than 5 years of experience, supervisors with experience ranging between 5 and 10 years and other supervisors with a proven track record of +15-year experience in their responses to the questionnaire when it comes to the institutional performance aspect. The differences are in favor of the sample members with proven track record of +15-year experience working in the cellular communications companies, with the highest average of 4.80. Besides, differences exist between supervisors with experience ranging between 5 and 10 years and others with a track record of +15 years of experience. They are in favor of the sample members with proven track record of +15-year experience who working in the cellular communications companies, with the highest average of 4.80.
The study came up with a set of conclusions, most importantly of which include the following: It is essential for the cellular communications companies to pay more attention to the strategic leadership aspect, enhance confidence in the performance of their staff, and allow them more freedom to carry out their administrative tasks and responsibilities. It is essential for the cellular communications companies to devote more attention to empowerment as one of the learning organizations aspects and grant their staff a degree of autonomy to take administrative decisions. Such companies are required to devote more attention to the work team aspect and foster the principle of participation, cooperation and collective decision in the various
aspects of work as a means to further develop their work. They are also required to develop the capacities of their staff in order for them to bear their responsibilities and need to do this as a preliminary strategy to perform their functions.
