Abstract
The study aims mainly at studying the role of the Local authorities Development and lending Fund in the capacity-building of the major local authorities in the southern governorates. The researcher used the analytical descriptive approach and interviews as a tool in the collection of preliminary data, where the researcher conducted a number of (24) interviews with the study sample composed of the directors of the relevant departments and departments of the major local authorities. The researcher also emptied the results of the interviews and analyzed them using the objective analysis approach, also called pattern analysis, to present the most important findings and recommendations. Findings The study has showed a number of results, the most important of which are: (56%) of the study sample confirmed that the performance evaluation methodology was good, in addition to (65%) of the study sample confirming that the mechanism of distributing grants to local authorities was good. As (100%) of the study answers showed that the local authorities development and lending fund has contributed to improved capacity of local authorities in capacity-building packages, and (100%)of the sample study answers confirmed that the local authorities development and lending fund has contributed to improved capacity of the staff in capacity-building packages. Recommendations: The study recommends the necessity of the work to achieve the requirements of the starting towards credit activation in municipalities, as it should also be met with the necessity of building investment trends, in addition to the fund's continuous update of the work guides with the authorities, while reconsidering evaluation mechanisms and getting grants. The fund should also has a strong follow-up with the consultants who provide services to municipalities, especially after the provision of the service. All of this is achieved with real requirements for joint coordination and participatory approach through the integration of all parties.
