Abstract
هدفت الدراسة التعرف إلى دور المشاركة السياسية للجنة القوى الوطنية والإسلامية الفلسطينية في تحقيق التنمية السياسية، وإظهار مستوى التنمية السياسية في لجنة القوى الوطنية والإسلامية في النظام السياسي الفلسطيني من وجهة نظر مسؤوليها، ومعرفة إن كان هناك علاقة ارتباط ذات دلالة إحصائية عند مستوى(α≤0.05) بين المشاركة السياسية للجنة القوى الوطنية والإسلامية الفلسطينية بأبعادها المختلفة والتنمية السياسية، والكشف عن إن كان هناك دور ذو دلالة إحصائية عند مستوى (α≤0.05) للمشاركة السياسية للجنة القوى الوطنية والإسلامية الفلسطينية بأبعادها المختلفة على تحقيق التنمية السياسية، كما اعتمدت الدراسة المنهج الوصفي التحليلي، وقد تكونت عينتها من (110) فردًا يمثلون (14) حزب فلسطيني، وهم لجنة القوى الوطنية والإسلامية، ولتحقيق أغراض الدراسة تم تصميم استبانة وزعت على أفراد العينة بطريقة الحصر الشامل، استرد منها الباحث (95) استبانة، بنسبة استرداد (86.4%)، وفي ختام الدراسة تم التوصل إلى النتائج المتعلقة بالمشاركة السياسية، فقد ظهر أن درجة المشاركة السياسية للجنة القوى الوطنية والإسلامية بدرجة تقديرية "متوسطة" وبوزن نسبي بلغ (65%)،
بينما ظهرت النتائج المتعلقة بالتنمية السياسية للجنة القوى الوطنية والإسلامية بدرجة تقييمة "متوسطة" وبوزن نسبي بلغ (60%)، كذلك وجود علاقة ارتباطية إيجابية قوية بين المشاركة السياسية للجنة القوى الوطنية والإسلامية بأبعادها المختلفة والتنمية السياسية، ووجود دور إيجابي للمشاركة السياسية للجنة القوى الوطنية والإسلامية بأبعادها المختلفة والتنمية السياسية، حيث بلغ معامل الانحدار (0.671) وهذا يعني أن مضاعفة تطبيق المشاركة السياسية عن الوضع الراهن سيسهم في زيادة مستوى تحقيق التنمية السياسية، كما أن الفجوة لا تزال تتسع بين الفصائل الفلسطينية، على الرغم من مساعي حثيثة تبذلها القوى الوطنية والإسلامية لتوحيد فصائل العمل الوطني الفلسطيني، كما أن عدم قدرة الفلسطينيين على تحقيق المشاركة السياسية يعود لأسباب تتعلق بالبرامج والمشاريع السياسية التي يملكها كل فصيل فلسطيني وقد تتباين مع بعض الفصائل الأخرى، وقد أوصت الدراسة بضرورة أن تساعد لجنة القوى الوطنية والإسلامية النظام السياسي على تقوية الروابط السياسية بين مختلف فئات المجتمع، وأن تسعى إلى تحييد المجتمع الفلسطيني عن أعمال العنف والانقلابات وحالة عدم الاستقرار، وأن تضع اللجنة رؤية استراتيجية نحو تحقيق التوافق الداخلي وتجاوز الانقسامات داخل النظام السياسي، مع أهمية تفعيل النقابات والهيئات والمؤسسات من أجل الالتقاء بمنظمة التحرير، أما ما يتعلق بالتنمية السياسية، فقد طرحت الدراسة بعض التوصيات، وكان من بينها: أن تمتلك اللجنة رؤية استراتيجية لمواجهة المخاطر والتحديات السياسية التي تتعرض لها القضية الفلسطينية، وضرورة أن تقوم اللجنة بالتنسيق مع السلطة الفلسطينية لتحقيق الأهداف السياسية للنظام السياسي، وأن تشارك في إقرار الاتفاقات السياسية التي تحمي المسار الديمقراطي وتشرف على تنفيذها.
The study aimed to identify the role of the political participation of the Palestinian National and Islamic Forces Committee in the achievement of political development, and to show the level of political development of the National and Islamic Forces Committee in the Palestinian political system from the points of view of their officials, and to know whether there is a statistically significant correlation at (α≤ 0.05) between the political participation of the Palestinian National and Islamic Forces Committee with its various aspects and political development. The study also examines whether there is a statistically significant role at (α ≤ 0.05) of the political participation of the Palestinian National and Islamic Forces Committee with its various aspects on achieving political development. The study also adopted the descriptive analytical approach.
The sample consisted of (110) individuals representing (14) Palestinian parties, represented in National and Islamic Forces Committee. To achieve the study objectives, the researcher designed a questionnaire distributed to the sample members via comprehensive inventory approach. The researcher retrieved 95 copies, with rate (86.4%). The conclusion addressed the results of the political participation; showing that the estimated degree of political participation of the National and Islamic Forces Committee was "medium," with a relative weight of 65%.
While the results related to the political development of the National and Islamic Forces Committee showed a medium degree of a relative weight of (60%), as well as a strong positive correlation between the political participation of the National and Islamic Forces Committee in its various aspects and the political development, where the regression coefficient was (0.671), which means that doubling the application of the political participation from the status quo will contribute to an increase in achieving political development, and that the gap is still widening between the Palestinian factions, despite the strenuous efforts made by the national and Islamic forces to unify The factions of the Palestinian national action, and the inability of the Palestinians to achieve political participation is attributed to the political programs and projects owned by each Palestinian faction and may vary with some other factions.
The study recommended that the National and Islamic Forces Committee help the political system to strengthen political bonds among the different ranks of society, and seek to neutralize Palestinian society from acts of violence, coups, and instability, and that the committee develop a strategic vision towards achieving internal consensus and overcoming splits within the political system with the importance of activating unions, societal bodies and institutions in order to meet with the PLO. With regard to political development, the study put forward some recommendations that include: the committee should develop a strategic vision to confront the political risks and challenges that face the Palestinian cause and that the committee should coordinate with the Palestinian Authority to achieve the political objectives of the political system and to participate in endorsing political agreements that protect the democratic path and supervise its implementation.
