This study aimed at examining the reality, obstacles and development methods of management creativity from the perspective of non-governmental organizations’ employees in Ramallah and Al-Bireh governorate, as well as presenting suggestions for upgrading its level. This study has been conducted during the period from July 2012 to November 2012. The study population was consisted of male and female employees of the non-governmental organizations in Ramallah and Al-Bireh governorate; whose number reached (2990) employees in (239) organizations. A representative sample of the study population consisting of (150) male and female employees in (30) organizations was selected using the simple random sampling. For the purpose of collecting data from the sample, a questionnaire was designed as being the study tool, and its validity and stability were ensured. The researcher has used the descriptive approach for completing this study, and the required data processing was conducted using statistical methods represented in the extraction of numbers, percentages, arithmetic means, and standard deviations. Moreover, for the purpose of testing hypotheses, the researcher has used the results of t-test and oneway analysis of variance test by using Statistical Package for the Social Sciences (SPSS) program. The main findings of the first area which examines the reality of management creativity are summarized in the fact that the management sets its objectives accurately and clearly, and it specifies time for planning its daily business, however, it is considered weak in terms of rewarding employees who have creative and distinctive thinking. The main obstacles of management creativity in the non-governmental organizations in Ramallah and Al-Bireh governorate were represented in the fact that the management adopts centralization with regards to problems solving, and the majority of employees in such organizations suffer from job instability. The main techniques of developing management creativity in the non-governmental organizations in Ramallah and Al-Bireh governorate were represented in the necessity of encouraging employees to participate in decision making, holding regular meetings with employees, as well as providing them with the necessary resources and full support required for tasks accomplishment. Furthermore, the study findings have indicated that there are no differences in employees’ responses regarding the reality, obstacles, and development methods of management creativity in accordance with the employees’ different demographic variables. In light of the study findings, the researcher has recommended that it is necessary to eliminate the usage of centralization as well as centralizing tasks and authority, the availability of job stability for employees, as well as conducting special courses on management creativity for managers, in addition to providing material and spiritual incentives for creative persons at their different levels and positions for the purpose of making creativity a field for positive competition among them.
