Abstract
The Role of Civil Society in Democratization (1993-2006)
The study researched on the civil society and its role on democratization in
Palestine during 1993 till 2006. Also, it discussed the concept of civil society
and its theories in the Western and Oriental thoughts. The study observes the
Palestinian society since the beginning of being formed at the nineteenth
century till the late 2006 in an integral and continuous effort. It is a unique
and sole study that historically surveil the Palestinian civil society movement.
Additionally, It stick out the magnitude of institutions and its affections that
effected and being affected by such society. This is followed through various
historical periods in which many foreign occupational authorities were
rotated. The study concentrated on showing the ability of civil Palestinian
society under self-ruling authority on its lands. It discussed the status of
Israeli occupation and its practice to hold back the civil and political freedom
in order to hinder democracy practice. Moreover, it discussed the achievement
of the Palestinian society in social and political reform to seek modernism and
democratization. The study traced the debate relation between the civil
society and the change towards democracy in addition to an attempt to
discover the nature of this relation so as to find whether it is possible to have
active civil society without real democracy or vice versa.
Despite that civil society played a major role in the democratic operation in
Palestine, the political sharing and the peace deliberation formed the base of
democracy building. However, this base was deformed by unbalanced
relations with the Palestinian authority. This is because there is no law base
that controls the relation between the two sides especially when we talk about
the parties and political movement.
On the other side, some NGOs through its role in facing Palestinian authority
affected the laws, legitimizations, systems, procedures, and the policy of
decision makers. This appears especially in the field of democracy, human
laws, civil society, personal statute, women, and youth as well as many other
problems that share directly or indirectly on pressure on directing such laws
and policies to allow a bigger space for laws and civil rights.
However, the civil society still have some problems as well as internal and
external teasers that confused its work successively. The most important
trouble is that some forms of civil society worked to domain and to control.
This happened since the coming of Palestinian authority as some unions and
NGOs for several reasons. Additionally, the foreign finance was one of the
most important problems that blow the civil Palestinian society. The civil society suffered from the project of foreign finance and its advanced
conditions. Most of these conditions endeavor to damage the dependency of
national Palestinian decision and the trail of affecting it to go with the sake of
National and international power.
The study recommended the importance of continuing the process of change
towards democracy to upgrade the Palestinian society on political
foundations. Such principles are based on freedom and equality without
discrimination on the framework of forgiveness and accepting others. Without
deep will and consciousness for the importance of change and facing
challenge, This process will not leave a remarkable effect. This is added to the
necessity of removing the authority bands of forming NGOs with different
forms and keep away the political mobilization and monopoly of policy and
parties of civil societies organizations
