The study is, also, restricted to the settlements and settlements sites in Hebron governorate. These settlements reached to twenty two established settlements and thirtylocated settlements that are spread out on all of the governorate lands. This research aims at the a acquaintance of Israeli settlement policy in the occupied territories at the acquaintance of the reality of the settlements and the settlement sites in Hebron itself and in the whole of the governorate. Also, the study aims at the acquaintance of the thinking background of the thoughts and opinions of the earlier Zionist thinkers regarding the settlements, occupation and emigration to Palestine. In addition to this, the research aims at knowing the motives, goals of Israeli policy concerning the settlements in the occupied territories. Moreover, the researcher aims at knowing the points of view of each of the licode and Mi'rakh's confederacies as regards the settlements. Besides, the study aims at discussing the interior Israeli points of view and other discussions towards settlements in Hebron area, and how the settlements took place in Hebron. This study is proceeding from the fact of its impotence because it has been shedding light on the big volume of the settlements in Hebron governorate, and on the aims of Israeli settlers in Hebron itself. This behavior, on the Israeli part, gives rise to a surprising question, namely who does the Israeli community agree to handle such an aggression on Palestinian land. Not only Israeli community but also people of Israel along with the members of the government and other various parties. The researcher intended, all through his study, on both the historicaldescriptive and analytic curricula. He also used several resources. The researcher consulted the most prominent expert in the areas' field in Hebron district. The study also presented the established settlements in Hebron area in accordance with a number of variables such as: years of foundation, geographical sites, the number of settlers, the type of settlements and the financial donators, in addition to the contractors who had taken care of the establishment of these settlements. Also, an analytic statistics has been done for these variables. The research had also handled the circumstances of establishing these settlements and settlement sitey and had given a brief image about each settlements site in both Hebron town and the whole governorate. Finally, the study discussed the dangerous Israeli intentions of the instant attempts of changing the city to a Jewish one and annexing it. One the other hand, the study included Auslo agreement and its effects on Hebron governorate as regards; 1) The increasing number of settlements. 2) The increasing number of settlements sites. 3) The effect of Hebron-signed agreement. 4) Hebron's division into two area H1 and H2. 5) The direct influence of this agreement on the inhabitants of Hebron. 6) The fatal influence of the occupying Israeli army of H1. 7) The retroactive influence of Auslo agreement on the increasing number of settlements activities. This study, also, comprised the acquaintance of the confiscated land in Hebron area and the bad effects of the settlement sites on the trade activities and the very attempts of evacuating the Palestinians from the old city of Hebron. Moreover, the study included the settlement effects on the over- all life of the Palestinians who are dwelling Hebron governorate from various aspects: economically, socially, academic, and even psychological. This type of effect overwhelmed the demographical situation such as people's health, birth, death, marriage etc. of the old city. The study ,also, included an analytic and presentation of a statistical model about the Jewish settlers implementations against the Palestinian inhabitants in Hebron governorate. According to the study results, the researcher listed a number of recommendations which include the negative effects of Oslo Agreement in 1995 assigned by the Plo and Israel which enhanced the settlement presence in the governate. That agreement contributed to the city's division and to the isolation of the old city from the other parts. This action had reinforced the settlers' presence in the region and strictly tightened its military and security dominance. In addition to legalise the settlement phenomenon which negatively affected the people's daily life.
