| dc.description.abstract | هدفت هذه الدراسة إلى معرفة أثر العوامل الاقتصادية على الأداء المالي للحكومة الفلسطينية خلال الفترة (2013–2024)، باستخدام المنهج الوصفي التحليلي، والاعتماد على التقارير المالية والاقتصادية الصادرة عن وزارة المالية الفلسطينية وسلطة النقد الفلسطينية. ولاختبار فرضيات الدراسة، تمت معالجة البيانات إحصائياً باستخدام برنامج الرزم الإحصائية للعلوم الاجتماعية (SPSS V27). أظهرت النتائج وجود أثر إيجابي لعامل نصيب الفرد من الناتج المحلي على الأداء المالي المقاس بالإيرادات العامة والنفقات العامة، بينما لم يظهر له أثر على العجز/الفائض في الموازنة أو الدين العام أو التهرب الضريبي. كما تبين عدم وجود أثر لعامل النمو الاقتصادي على أي من مقاييس الأداء المالي. وظهر أثر سلبي لعامل البطالة على الإيرادات العامة وأثر إيجابي على التهرب الضريبي، بينما لم يكن له أثر على النفقات العامة أو العجز/الفائض أو الدين العام. وأخيراً، لم يظهر لعامل التضخم أثر معنوي على أغلب مقاييس الأداء الماليللحكومة الفلسطينية، باستثناء أثره السلبي على التهرب الضريبي. أوصت الدراسة بزيادة نصيب الفرد من الناتج المحلي عبر دعم المشاريع الصغيرة والمتوسطة وتوسيع فرص العمل، لما له من أثر إيجابي على الإيرادات والنفقات الحكومية، وتبني سياسات فعّالة للحد من البطالة لما لها من أثر سلبي على الإيرادات وزيادة التهرب الضريبي، مثل دعم القطاع الخاص في تشغيل الشباب وتطوير برامج التدريب المهني. الكلمات المفتاحية:العوامل الاقتصادية، الموازنة العامة، البطالة، التضخم، الإيرادات العامة ، فلسطين. | ar |
| dc.description.abstract | This study aimed to examine the impact of economic factors on the financial performance of the Palestinian government during the period (2013–2024), using a descriptive-analytical approach. The study relied on financial and economic reports issued by the Palestinian Ministry of Finance and the Palestine Monetary Authority. To test the study’s hypotheses, the extracted data were statistically analyzed using the Statistical Package for the Social Sciences (SPSS V27). The findings revealed a positive impact of GDP per capita on financial performance measured by public revenues and public expenditures, with no significant impact on budget deficit/surplus, public debt, or tax evasion. The economic growth indicator showed no significant effect on any financial performance measures. The unemployment rate had a negative effect on public revenues and a positive effect on tax evasion, while showing no impact on public expenditures, budget deficit/surplus, or public debt. The inflation rate had no significant impact on most financial performance indicators, except for a negative effect on tax evasion. The study recommends increasing GDP per capita by supporting small and medium-sized enterprises and expanding job opportunities, as these have a positive impact on public revenues and government expenditures. It also calls for adopting effective policies to reduce unemployment, as it negatively affects revenues and increases tax evasion, such as supporting the private sector in hiring young people and expanding vocational training programs.
