Abstract
This study aimed to identify the relationship between the internal work environment including its different dimensions: (the organizational structure, leadership pattern , communication pattern , remunerations, physical and moral incentives) and the level of participation of the civil employees of the Political and National Guidance Authority in decision-making. The study also aimed to identify the reality of work environment and the level of organizational commitment in the Authority. The study population consisted of all civil employees with all their administrative levels in the Authority as a whole . The study sample consisted of all 91 employees working in the Authority. The researcher adopted the comprehensive survey method due to the small study population. To achieve the objectives of the study the researcher used the descriptive method due to its relevance to the nature of the study; and the study tool consisted of a questionnaire designed for the purposes of the study to examine the study variables. The results showed that there are moderate trends towards the reality of the internal work environment. Regarding the level of organizational commitment in the Authority the trends were high, with opposition to rewards and financial and moral incentives. The results also showed a positive relationship between the internal work environment: (the organizational structure, leadership pattern , communication pattern , remunerations, physical and moral incentives); and the organizational commitment. It also showed the absence of statistically significant differences in the respondents' attitudes towards the internal work environment and organizational commitment, with the exception of the academic qualification, which showed significant differences in the attitudes of respondents towards organizational commitment and was in favor of the postgraduate category. The most prominent recommendations are: to improve the internal work environment by strengthening the democratic pattern in the civil field and give an opportunity to employees to participate in decision-making, and to give importance to the process of improving and developing the skills of employees, and the adoption of a good and effective system of rewards and incentives, and strengthen the organizational commitment of the employees through a positive.
