The study aimed to identify the situation of societal participation in strategic development plans - for local bodies (the towns of Sa'ir - Shuyukh - Halhul as a case study), and the study used the descriptive approach, where the researcher built the study tool to collect data, and the study was conducted on all participants and participants in developing the plan The strategic development in the towns of Sa'ir, Shuyukh, Halhul for the year 2020/2020, whose number is (150) participants (Ministry of Local Government, 2019). The study found that the mechanisms and strategies used by the municipalities to enhance community participation within the strategic development plan were high, the challenges are moderate, and the impact of community participation on the local development plan for local bodies in the municipalities of Sa'ir, Shuyukh, and Halhul was moderate. The results showed that there were no statistically significant differences in the effect of societal participation on the local development plan of the local authorities in the municipalities of Sa'ir, Al-Shuyukh, and Halhoul attributable to gender variations and the educational qualification. The results also showed that there were statistically significant differences in the effect of societal participation on the local development plan of the local authorities in the municipalities of Sa'ir, Shuyukh and Halhoul attributed to the variable of the age group, for the benefit of the society members in the age group 30-39. And the presence of statistically significant differences in the effect of community participation on the local development plan of the local authorities in the municipalities of Sa'ir, Shuyukh and Halhul, attributed to the town variable, for the benefit of the sample members in the town of Halhul. In the light of the results of the study, the researcher recommended the necessity of enhancing the concept of community participation for citizens by adopting a mechanism for participation in the work plans and policies of local bodies, and the adoption of training and awareness programs for workers in local bodies aimed at enabling their workers to pursue the principle of participation, and the need for municipalities to develop public relations units in them And provide them with more efficient cadres able to deal with the local public and the external community.
