Abstract
جاءت الدراسة الحالية للتعرف على التــحول الــرقـميوتأثيره على الأداء المــؤسسـي في القــطاع الصـحي الفلسطيني، ومن أجل تحقيق هدف الدراسة استخدم الباحثالــمنهج الــوصـفيوالتحليلي، وتكون مجتمع الدراسة من العاملين في المستشفيات الحكـــــومية الفلسطينية بالضفة الغربيةوالبالغ عددهم (9279) وفقاً لإحصائية وزارة الصحة للعام 2024، في حين تم اخذ عينة عشوائيةبسيطة تكونت من (300) عاملاً وعاملة، ومن أجل جمع البيانات من عينة الدراسة تم تصميم استبانةإلكترونية، وتم توزيعها عبر وسائل التواصل الإلكترونيعلى عينة الدراسة،وخلصت الدراسة إلى العديد من النتائج أهمها:أن مستوياتالتــحول الــرقـميبأبعادها (المـتطـلبات الإدارية، والتقنية، والبشرية، والمالية) في المستشفيات الحكـــــوميةالفلسطينية قد جاء بتقدير مرتفع، كذلك أوضحت النتائج أنه يوجد أثر للتحول الرقمي بأبعاد (المـتطـلبات الإدارية، والمـتطـلبات التقنية، والمـتطـلبات البشرية، والمـتطـلبات المالية) على الأداء المــؤسسـي في المستشفيات الحكـــــومية الفلسطينية،وفي ضوء ذلكقدمت الدراسة توصيات على المستوى الإداري أهمها تطوير السياسات والإجراءات التنظيمية بما يتماشى مع متطلبات التحول الرقمي، من خلال تبسيط الهياكل الإدارية وتحديث الأدلة التشغيلية والإجرائية، وعلى المستوى التقني منهاتوفير البنية التحتية التكنولوجية المتكاملة مثل أنظمة إدارة معلومات المستشفيات(HIS)، وعلى المستوى البشري منهاتنفيذ برامج تدريبية مستمرة تستهدف رفع كفاءة الكوادر الطبية والإدارية في استخدام الأنظمة الرقمية، وعلى المستوى المالي، كتخصيص موازنات مستقلة ودورية للتحول الرقمي ضمن موازنات المستشفيات الحكومية لضمان استمرارية التمويل.

The current study came to identify the digital transformation and its impact on institutional performance in the Palestinian health sector. In order to achieve the study objective, the researcher used the descriptive and analytical approach. The study population consisted of workers in Palestinian government hospitals in the West Bank, numbering (9279) according to the Ministry of Health statistics for the year 2024, while a simple random sample was taken consisting of (300) male and female workers. In order to collect data from the study sample, an electronic questionnaire was designed and distributed via electronic communication means to the study sample. The study concluded with many results, the most important of which are: that the levels of digital transformation in its dimensions (administrative, technical, human, and financial requirements) in Palestinian government hospitals were rated high. The results also showed that there is an impact of digital transformation in the dimensions (administrative requirements, technical requirements, human requirements, and financial requirements). (Finance) on institutional performance in Palestinian government hospitals. In light of this, the study presented recommendations at the administrative level, the most important of which is developing organizational policies and procedures in line with the requirements of digital transformation, by simplifying administrative structures and updating operational and procedural manuals. At the technical level, this includes providing an integrated technological infrastructure such as Hospital Information Systems (HIS). At the human level, this includes implementing continuous training programs aimed at raising the efficiency of medical and administrative cadres in using digital systems. At the financial level, this includes allocating independent and periodic budgets for digital transformation within the budgets of government hospitals to ensure the continuity of funding.
