Abstract
The study aimed to identify the problems facing the inmates of the safe house in the West Bank using the descriptive approach, questionnaire and the in-depth interview as tools for collecting data from the study field. The study was carried out in the safe house at (Nablus, Bethlehem and Jericho) to all female specialists and inmates. The number of female specialists reached (28) and the number of the inmates are (18) inmates. The study showed the following most important quantitative and qualitative results: Quantitative results: The study concluded that the social problems facing the inmates of the safe houses varied in terms of their strength, but they took the middle degree, while the result of the level of factors that contributed to the emergence of social problems among the inmates of the safe houses varied in terms of their strength, but they took the low degree, and the role of the safe houses was In reducing the social problems of female inmates in terms of their low degree strength according to the results of the analysis, and the same applies to the role of official institutions in reducing problems .For social, the result was in terms of its strength tended to the low degree, while the role of tribal reconciliation in reducing the social problems of female inmates in terms of its strength went to take the middle degree. How-to results: The problems that the inmates of the safe houses suffer from are isolation, crying, depression, rejection of the place, the inability to communicate, nervousness, screaming, breaking, constant anxiety and thinking about the social situation, while the most important factors that led to the presence of the inmates inside the safe houses were summed up in illegal relationships and sexual harassment by one family members, marital disputes, different religions, and sexual exploitation through electronic blackmail, and safe houses have an important role in the problems of inmates, as the importance of the role stems from the importance of the services it provides, which are protection, shelter, safety, social and psychological support, and networking with all official institutions that are related to the case to provide The necessary services, while the role of tribal reconciliation in the cases of female inmates and limiting their social problems varied, depending on the nature of the problem and the cultural environment. Its role differed between the positive role in some issues and the negative one in others, and there are issues in which its role did not appear at all. Qualitative results: Responsible authorities should implement the provisions of the national law regarding safe and shelter homes, reconsider the national transfer law in order to improve it to keep pace with social developments on the Palestinian scene, and provide mobile legal and social health clinics that reach marginalized areas based on well-studied plans. And work to rehabilitate the inmates in the safe houses professionally so that they can work in the future in this profession for the sake of their financial independence. Strengthening religious faith through religious, educational and social institutions, and the government and the judiciary must issue heavy penalties for anyone who threatens the security of women, whether through websites or a person who practices violence under the pretext of preserving honor, and the government and decision-makers must reconsider the decision to marry off girls as a solution to the girl’s exit From safe houses or making marriage a solution to end the problem, rather keeping the girl inside safe houses to examine this decision from all aspects and realize its seriousness or the possibility of making it a successful final solution.
