dc.description.abstractThe study aimed at identifying the impact of Reality application governance that are: (accountability, efficiency and effectiveness, social justice and equality, the rule of law, decentralization, participation, emergency response, consensus and compatibility) on adequacy of the selection and appointment policies in the government sector- southern governorates. The researcher used the descriptive and analytical approach, where, a questionnaire was designed as a tool for the study. The population of the study was represented by upper managerial positions in the government sector-southern governorates that are: deputy minister, assistant deputy minister, general managers/directors, heads of units and directorates and relevant positions. The researcher used the comprehensive survey method, where (163) questionnaires were distributed, while, (127) where returned and available to analysis forming 77.9%. The study came out with considerable findings, as following: - There is a high degree of application of the dimensions of governance in the government sector in the southern governorates according to the scale of the study, and it was also found that there is a high application of selection and appointment policies. - There is a strong significant correlation between the governance principles and the selection and appointment policies for those with upper managerial positions in government ministries in the Gaza Strip. - The principles of governance that have a statistically significant impact were by the strongest: the rule of law, followed by participation, then emergency response, and finally social justice and equality, while the other have no significant effect. - There are statistically significant differences in the average of the responses to the study variables due to the demographic variables (academic qualification and job degree), while the rest of the demographic variables have no significant differences. The study recommended that: - Urging governmental institutions and the Council of Ministers in the southern governorates to adopt governance standards because of their effective role in promoting selection and appointment policies. - Emphasizing the need to strengthen the two principles: social justice and equality, and consensus and compatibility in the governmental sector-southern governorates. - The need for the government sector to adopt systematic and objective methods in selecting people for upper positions other than relying solely on internal promotion.
