Abstract
The objective of this study is to investigate the struction of governance principles (integrity, transparency, accountability, participation, and rule of law) in improving water and sewage services in the northern districts / Palestine according to the services providers. The community of the study contains 276 service providers in the northern districts, where the size of the sample was 76 service providers using the stratified random sample and the district was the class to randomly choose the service providers. 70 surveys were submitted for analysis using the Statistical Package for Social Science (SPSS) for analyzing the data.
The researcher has used the Descriptive Analysis Approach which studies and analyzes the phenomenon to achieve its aims.
The study concluded several outcomes such as: there is a positive correlation between applying the principles of governance and improving the quality of provided water and sewage services in the northern districts. Moreover, the study showed that there is a relation between applying the principles of governance and the changing area, where we can find that the middle area is the highest in applying the principles of governance. Additionally, the outcomes showed that there is variety in law references regarding providence of water and sewage services in addition to the absence of equality in distributing the executed projects by some providers of water and sewage services over the whole geographical scope.
In conclusion, the study recommends to issue a national guidance about how to apply the principles of governance and how to apply in Palestine. Additionally, it recommends to unify and review the legislations and laws in which they become comprehensive to each other. Moreover, developing the monitoring and examining procedures of the providers of water and sewage services to ensure the optimal use of resources.It also recommends to take the required legal procedures and strict punitive measures against the aggressors over the water and sewage networks. Finally, the study recommends to exercise justice and equality in distributing executed projects by providers of water and sewage services within the available possibilities.
