Abstract
The study aimed to identify the reality of educational governance and its impact on the development of intellectual capital in universities in the southern governorates of Palestine. Approach: The study followed the descriptive approach. Study sample: The study sample consisted of (211), representing approximately (36%) of the study population, which consisted of administrative workers in the universities (Al-Aqsa, Al-Azhar, Palestine), and their number was (584) employees. Study tool: The questionnaire represented the study data collection tool. The most important results: 1. The reality of educational governance and the reality of intellectual capital development in universities in the southern provinces of Palestine came to an average degree. 2. There is a direct statistically significant relationship between all areas of educational governance, its total degree, and intellectual capital in universities in the southern governorates of Palestine. 3. There is a statistically significant effect of the fields of transparency and strategic vision on the development of intellectual capital in universities in the southern governorates of Palestine, while it was not found that there was a significant effect of other fields on intellectual capital development. 4. There are no statistically significant differences between the respondents’ responses about the reality of "transparency, response, equality, and justice, effectiveness and efficiency" in universities due to the university change, while differences were found on the reality (participation, rule of law, compatibility, accountability, strategic vision) and on the reality of educational governance as a whole in universities in the southern provinces of Palestine, for the benefit of administrative workers at al-Azhar and Palestine universities. 5. There are no statistically significant differences between the respondents’ responses about the reality of educational governance in universities due to the gender variable, except in the area of accountability, where differences have been found in favors of male workers. 6. There are no statistically significant differences between the respondents' responses about the reality of educational governance in universities in the southern provinces of Palestine due to the change of scientific qualification, except in the field of strategic vision, where differences were found in favor of administrative workers with a bachelor's degree. 7. There are no statistically significant differences between respondents' responses about the reality of educational governance in universities due to the change in years of service. 8. There are no statistically significant differences between respondents' responses about the reality of intellectual capital development in universities due to a variable (university, sex, years of service), while differences were found due to the variable of scientific qualification, and the differences were in favor of administrative workers with a bachelor's degree. The most important recommendations: Forming a council of experts in creative fields to manage and invest the creative energies of university employees, and create a coordination department between the university departments at their administrative levels to ensure administrative compatibility and avoid administrative bureaucracy.
