Abstract
This study aimed to identify the role of Al Istiqlal University (IU) in the development of Palestinian security institutions. Also, the study sought, through revisiting the IU educational and scientific research activities, to scientifically and professionally reform the enlisted security servicemen. However, the study tried to highlight the obstacles facing Al Istiqlal University contributions in such role of development. This study was conducted between September in 2011 and February 2013. Based on statistics obtained from registration department admission at IU, the population of the current study was 703. A random representative sample consisted of 132 cadets that reached 19% of the population was drawn. Implementing the SPSS, the researcher used the descriptive –analysis approach. The researcher developed a quantitative and qualitative instruments to collect data. A fivepoint Liekert Scale was used in the questionnaire; meanwhile, eight open - ended questions were used in the interview. Results revealed a high percentage of responses as associated with the role of Al Istiqlal University (IU) in the development of Palestinian security institutions. It was also indicated that Al Istiqlal University has integral contributions in a variety of aspects such as: localizing and standardizing security training that comes through the integration of security personnel, and the promotion of positive values, attitudes, stimulation of new directions, improving behavior, and conveying the best experiences in reform and development. Results also showed that Al Istiqlal University plays a major role in the development in the field of modern technology training, teaching methodologies, true partnership between the security institutions and local community and community service. The study asserted that Al Istiqlal University role very potential in empowering and developing security personnel and refine learners knowledge new, and promoting the values of loyalty and belonging. Regarding the obstacles, findings indicated that the majority of these obstacles were respectively due to a shortage of teaching and security expertise; other obstacles were associated to training, curriculum, infrastructure and administration. Several recommendations were suggested: Needs assessment studies should be conducted to determine the security agencies' needs of disciplines, Budgeting and funds should be steered by State of Palestine and the PLO toward Al Istiqlal University, and Researchers and stakeholders should pay attention to the developmental role Palestinian security institutions in the West Bank.
