dc.description.abstractThis study highlights the reality of the American aid provided to the Palestinian Judiciary through the U.S Agency for International Development (USAID) pipeline by implementing the NETHAM project for Justice and Law Enforcement (2005 – 2010). This study was carried out by shadowing the views of NETHAM senior staff as well as other experts from the Palestinian High Judicial Council and others working in politics, development and law. This study simultaneously investigates the USAID as a funding governmental agency and its relevance to the Palestinian Judiciary; whether the funding provided has political implications like interfering with the Palestinian Judiciary work or development purposes through improving the Palestinian Judiciary institutional and human resources assets. The study is a complimentary research on the international aid granted to the Palestinian Authority in general in order to inspect the official American Aid and its implications on the Palestinian Judiciary. This study will reveal whether those aids are purely political and aim to force the P.A institutions to compline to the U.S Government or it’s simply developmental aid that aims for reducing the P.A financial gape in its budget assigned for development planning ultimately contributing to the democratic transform in Palestine that is set up on the Palestinian Judiciary complete independent entity without any interior or foreign interference. The study sheds the light on the relation between the USAID and the Palestinian Judiciary in terms of its nature and political and developmental trends through analyzing the NETHAM project and other forms of aids since the establishment of USAID in 1961 and later on since the Agency started funding the P.A in 1994. One of the most important findings of this study is these aids do not influence the independence of the Palestinian Judiciary yet they are conditional. These aids are greatly interconnected with the ongoing political situations and they don’t have a sustainable, long – term developmental impacten
