The study aims to identify the training role in the human resources development of the Palestinian police services. That was done by studying the relationship between the training and its components (Objectives, determination of training needs, indicators used in determining training needs, methods of determining training needs, methods of implementing training operations, and evaluation of training operations) and the human resources development. The subject of the study was chosen based on the importance of training and the importance of human resources development in the police institution to make strategic decisions in the future and focus on the aspects that need to be modified. The researcher adopted the descriptive approach for this study for analyzing it, interpreting it, assessing it and making reasonable predictions. Moreover, he used the questionnaire as a tool for collecting data from the research community who have direct or indirect association with training operations in the Palestinian police institution. The number of participants from the research community was 180 in total while 90 participants, which constitutes 50% of the study population, were affiliated with the Palestinian police. In conclusion, the study showed that there is a positive direct relationship between the training goals on one hand and the development of human resources of the Palestinian police institution on the other hand. Therefore, whenever the Palestinian police institution adopts a set of clear goals related to training, that will affect the human resources positively by developing it and increase the training efficiency in the police institution. Moreover, the study recommended the necessity of relying on both the indicators of determining the training need and the outputs of the training evaluation process of the police members to be used in many ways. For example, they can be used as an inputs to define the training needs, to create an appropriate environment in order to apply what have been trained, to diverse in the used methods of identifying training needs, to adopt modern training methods, and to engage the associated trainers in the process of making various decisions about training needs and methods. Consequently, that will enrich the associated trainers with better skills and experience.
