dc.description.abstractThis study basically aimed to know to what extent the social equity (ascending tariff equality in prices among all the areas and to what extent this is suitable to the average of income for the citizens ) is achieved by the current system of water tariff which is applicable by the Water Undertaking of Ramallah and Al- Bireh. The study adopted the descriptive methodology which is based on the study subject phenomenon. To achieve this aim , questionnaires and interviews were used as a tool of collecting initial data from their sources. The study community consisted of the subscribers and beneficiaries from the services of the Water Undertaking of Ramallah and Al- Bireh. The number of such community members amounted to (53000) subscribers in accordance with the statistics which the researcher had obtained from the Water Undertaking which responded to that study. The sample which responded to the study amounted to 1200 beneficiaries of Ramallah and Al- Bireh areas. The mechanism of selecting the sample depended on the irregular random sample method. 1121 questionnaires were recovered from such sample. The results of the study showed that the water prices adopted by the Water Undertaking of Ramallah and Al- Bireh are not suitable to a very large extent , as this contradicts the approach of equity. This approach must be scientifically and deliberately amended to conform with the equity approach which achieves suitability of water prices for various levels of living .On the other hand, regarding the suitability of water supply services under the current pricing system, the investigated study sample members pointed out that the incomes of the Water Undertaking are higher than the provided services in several aspects, but those incomes are suitable in other aspects. In the light of these facts and to achieve the rules of equity, the Water Undertaking should provide the best and most complete services as soon as the subscribers are bound to what is due upon them, as these are the simplest rules of equity. For the ascending pricing system, the opinion of the investigated study sample members is that this pricing system does not take into consideration the social differences ; and it should be reviewed in order to achieve equity and to keep in line with the international equity standards relevant to this regard, because this pricing system does not take into consideration the disparate levels of income of the subscribers. For the extent to which social equity is achieved in the pricing system as a whole , it appeared that the suggestions which lead to the improvement of the social equity system in water pricing system received very high support ; and such suggestions supported the call for the government to share bearing a part of the burden on the subscribes to be able to reach the sought equityen
