Abstract
هدفت الدراسة إلى التعرف على إدارة المشاريع التنموية وانعكاسها على التنمية المجتمعية من وجهة نظر الجمعيات التعاونية الزراعية في محافظة الخليل، حيث تهدف إلى الكشف عن أثر إدارة المشاريع التنموية بأبعادها (إدارة الوقت، وإدارة المخاطر، وإدارة الموارد البشرية، والإدارة المالية، والإدارة اللوجستية) في التنمية المجتمعية بأبعادها (المشاركة المجتمعية، والحد من البطالة والفقر، وتوفير فرص عمل، ورفع المستوى التعليمي)، واستخدمت الباحثة المنهج الوصفي تكون مجتمع الدراسة من (140) شخصاً يعملون في الجمعيات التعاونية في محافظة الخليل في العام (2023)، واستخدمت استبانة أعدت لجمع البيانات، وطبقت الاستبانة على جميع أفراد مجتمع الدراسة، واسترجع منها (110) استبانة مثلت عينة الدراسة وبنسبة استرداد 78.6.
أظهرت النتائج أن المتوسط الحسابي لتقديرات أفراد عينة الدراسة على مقياس إدارة المشاريع التنموية ككل بلغ (4.27) بدرجة موافقة كبيرة. وجاءت المجالات مرتبة كالآتي: إدارة الوقت، إدارة الموارد المالية، إدارة الموارد البشرية، إدارة المخاطر، الإدارة اللوجستية، كما أظهرت النتائج أن المتوسط الحسابي لتقديرات أفراد عينة الدراسة على مقياس التنمية المجتمعية ككل بلغ (4.25) وجاءت مجالاتها مرتبة كالآتي: توفير فرص العمل، الحد من البطالة والفقر، المشاركة المجتمعية، رفع المستوى التعليمي. كذلك توصلت الدراسة إلى أن إدارة المشاريع التنموية تؤثر في التنمية المجتمعية، حيث فسرت (83%) من التغير في التنمية المجتمعية.
وتوصلت الدراسة إلى عدم وجود فروق ذات دلالة إحصائية بين متوسطات درجات أفراد عينة الدراسة حول إدارة المشاريع التنموية ومجالاتها من وجهة نظرهم وفقاً لمتغيرات: عدد سنوات تأسيس الجمعية، مصادر تمويل الجمعية، جنس المبحوث، وسنوات خبرة المبحوث. فيما توصلت إلى عدم وجود فروق ذات دلالة إحصائية في إدارة المشاريع التنموية تعزى إلى عدد العاملين في الجمعية، والدرجة العلمية للمبحوث.
كما توصلت الدراسة إلى عدم وجود فروق ذات دلالة إحصائية بين متوسطات درجات أفراد عينة الدراسة حول التنمية المجتمعية ومجالاتها من وجهة نظرهم وفقاً لمتغيرات: عدد سنوات تأسيس الجمعية، مصادر تمويل الجمعية، الدرجة العلمية للمبحوث، جنس المبحوث، سنوات الخبرة للمبحوث، بينما ظهرت فروق دالة إحصائياً في عدد العاملين في الجمعية لصالح (10) عاملين أو أكثر. وفي ضوء نتائج الدراسة تم اقتراح مجموعة من التوصيات.
The study aimed to identify the management of development projects impact on community development from the point of view of cooperative societies in the Hebron Governorate. It aims to reveal the impact of development project management in its dimensions (time management, risk management, human resources management, financial management, and logistical management) on community development in its dimensions (community participation, reducing unemployment and poverty, providing job opportunities, and raising the educational level). The researcher used the descriptive analytical approach. The study population consisted of (140) people working in cooperative societies in the Hebron Governorate in the year (2023), and a questionnaire was used. It was prepared to collect data, and the questionnaire was applied to all members of the study population, and (110) questionnaires were retrieved, representing the study sample with a response rate of 78.6. The results showed that the mean of the study sample members’ ratings on the development project management scale as a whole was (4.27) with a high degree of agreement. The fields were arranged as follows: time management, financial resources management, human resources management, risk management, and logistical management. The results also showed that the arithmetic mean of the study sample members’ estimates on the community development scale as a whole was (4.25), and their areas were arranged as follows: providing job opportunities, reducing unemployment and poverty, community participation, and raising the educational level. The study also found that the management of development projects affects community development, as it explained (83%) of the change in community development. The study found that there were no statistically significant differences between the average scores of the study sample members on the management of development projects and their fields from their point of view according to the variables: the number of years the association was founded, the association’s funding sources, the gender of the respondent, and the years of experience of the respondent. While it was found that there were no statistically significant differences in the management of development projects due to the number of employees in the association and the academic degree of the respondent. The study also found that there were no statistically significant differences between the average scores of the study sample members on community development and its fields from their point of view according to the variables: the number of years the association was established, the association’s funding sources, the academic degree of the respondent, the gender of the respondent, and the years of experience of the respondent, while significant differences appeared. Statistically speaking, the number of workers in the association is in favor of (10) or more workers. In light of the study results, a set of recommendations were proposed.
