dc.description.abstract | This study aims to know the role of gender programmes in the integration and mainstreaming of gender issues in the Palestinian Justice Sector Institutions from the employees’ perspective. It also aims to know the effectiveness of gender mainstreaming in the plans and policies of the Palestinian Justice Sector. It also aims to know the role of gender programmes in internal organization, employees' awareness and employees’ behavior in the Palestinian Justice Sector Institutions from the employees’ perspective. It identifies the differences in the attitudes of interviewees on evaluating the role of gender units in the Palestinian Justice Sector according to the variables of the study (Sex, academic qualification, marital status, years of experience, and place of residence, quality and number of training courses, name of institution) in Ramallah and Al-Bireh Governorate. The study is based on the descriptive analytical approach and the researcher collected the data based on a questionnaire distributed among a purposive sample of (201) employees in the Palestinian Justice Sector Institutions. The data is analyzed in light of the independent variables, namely Gender Training Programme and Harmonization of Legislations Programme, in the presence of intermediate variables. The study concluded that gender units did not integrate and mainstream gender issues in the policies and plans of the Palestinian Justice Sector Institutions. The code of conduct for public employees is not sensitive to gender. The study also concluded that the internal organization of the Palestinian Justice Sector Institutions is sensitive to gender. The Palestinian Justice Sector Institutions accept women’s access to decision-making positions. There is equality between male and female employees in the Palestinian Justice Sector Institutions. The public policy of the Palestinian Justice Sector Institutions does not favor men over women in employment. The study also concluded that the employees in the Palestinian Justice Sector Institutions have an awareness of gender concepts and issues because of the different and various trainings they received. However, the study found that the behavior of the employees does not take gender into consideration despite the extensive trainings on gender that they took. The effective laws in the Justice Sector are not sensitive to gender and there is a need to amend the Criminal Procedures Law, the Civil Service Law, and the Personal Status Law, to consider gender. The study showed that there are statistically significant differences at )α≥ 0.00( alpha for the internal organization in the Justice Sector attributable to the years of experience and sex variables. It also showed that there are statistically significant differences at )α≥ 0.00( alpha for the perception of gender among employees in the Justice Sector attributable to sex, place of residence, quality and number of training courses. It also showed that there are statistically significant differences at )α≥ 0.00( alpha for the behavior of employees in the Justice Sector Institutions attributable to the study variables: sex, academic qualifications, marital status, and years of experience, place of residence, quality and number of training courses. The study concluded a number of recommendations that can be summarized: enhancing the role of gender units in the Justice Sector Institutions by activating its participation in the different committees of the Palestinian Justice Sector, harmonizing national legislations with international treaties to take gender into account, amending the Criminal Procedures Law, the Civil Service Law, and the Personal Status Law to take gender into account, amending the code of conduct for public employees in the Justice Sector Institutions to take gender into account, the need for gender trainings to address the practical aspects and not focus on the theoretical aspects in order to address the behavior of employees and make them responsive to gender, preparing specialized trainings targeting the differences shown by the study variables in order to integrate and mainstream gender, and reviewing the international experiences in the issues of women’s integration in the security sector in order to change the perception of women's participation in the security forces. The researcher recommends conducting a study to examine the reasons behind the behavior of employees and their lack of response to gender and the implementation of strategic plans of the Justice Sector and the evaluation of these plans to reach the goals related to gender. | en |
