Abstract
The significance of this study lies in the importance of the variables it dealt with, namely: the variable of administrative empowerment and the variable of institutional performance, in addition to the importance of the role and functions performed by the Ministry of Awqaf and Religious Affairs inside Palestinian society. Likewise, the importance of the study stems from its endeavor to identify the relationship between the application of the dimensions of administrative empowerment in the Ministry of Awqaf, and its institutional performance, and its reflection on the quality of the services provided and the citizens' satisfactionthis study was conducted in the Ministry of Awqaf and Religious Affairs .between September 2019 and April 2020.
This study aimed mainly to identify the relationship between administrative empowerment in its dimensions: (training and qualifying the employees, team working, material and moral incentives, communication and information flow). In addition to identifying the institutional performance in the Ministry of Awqaf and Religious Affairs from the point of view of the middle and lower administrative staff categories.
To achieve the aims of the study, the researcher used the descriptive and comprehensive approach in conducting the study as it is the most scientific research method appropriate to the nature of the Study. The study tool consisted of
a questionnaire that included all the study variables, specially designed for this purpose. The study population consisted of all the administrative staff of the middle and lower administrative categories,
and those who have the following administrative job titles: (head of department, and director) who work in the headquarters of the Ministry of Awqaf and Religious Affairs in the West Bank, and they are (78) female and male employees. As for the study sample, it included all members of the study population at a rate of (100%) using the comprehensive survey method. To answer the questions and hypotheses of the study, the data was analyzed and presented through the statistical program (SPSS.18).
The Study revealed a positive correlation between application of the dimensions of administrative empowerment and the institutional performance of the Ministry of Awqaf and Religious Affairs, and that the level of institutional performance of the Ministry of Awqaf and Religious Affairs is an intermediate level from the viewpoint of the respondents. It also showed that the total degree of the application of the administrative empowerment in the Ministry of Awqaf and Religious Affairs was a medium degree from the viewpoint of respondents.
The study concluded with a set of recommendations, the most important of which are that training and qualifying of employees should be among the main objectives of the Ministry's strategy, and that could be achieved through activating the training department in the General Administration for Human Resources Development in the Ministry; in addition to applying regular, periodic training programs that include all the work and departments of the Ministry.Furthermore, attention should be paid to the financial and moral incentives and rewards systems in the ministry and linking them to the employees’ performance evaluation, which means that employees who are distinguished in their performance are to be rewarded, appreciated and distinguished from other employees
