| dc.description.abstract | جاءت الدراسة بهدف التعرف على واقع النقل العام التقليدي، وجدوى التحول الى نقل عام مستدام في مدينة دورا – جنوب الخليل. ولقد أجريت خلال الفترة بين 2024، 2025 بالاعتماد على المنهج الوصفي التحليلي، وتم فيها الاستعانة بتحليل تقارير رسمية لوزارة النقل والمواصلات وأخرى لبلدية دورا، كما واستعين بالاستبيان، والذي وزع على عينة صدفية من الموظفين ذوي الاختصاص في مديرية النقل والمواصلات في مدينة دورا وبلدية وشرطة المدينة، كأداة بحث ميدانية. أما اهم مخرجات الدراسة فجاءت بان النقل العام المستدام مجدي تنمويا في حال تطبيقه في مدينة دورا، وذلك مدعوم بالجدوى التنموية نظريا، وبإجابات المبحوثين حول أثاره البيئية والاقتصادية والاجتماعية المتوقعة ميدانيا، وأن النقل العام غير الرسمي يمثل تعديا حقيقيا على النقل العام الرسمي، فكلاهما تقريبا يستخدم بمستوى متقارب في مدينة دورا، وذلك نتيجة عدم وجود حماية لرخص التشغيل الخاصة بالنقل العام، وان الوعي والثقافة المجتمعية بالنقل العام عموما والنقل العام المستدام خصوصا بحاجة الي تعزيز، وان البنية التحتية للنقل العام التقليدي بحاجة لمعالجة خصوصا إزالة التعديات على الطرق، وبحاجة للتطوير مع الأخذ بعين الاعتبار التطوير والتحسين باتجاه التحول الى النقل العام المستدام كخطة مستقبلية تنموية. وان المحددات الاقتصادية من أهم محددات قطاع النقل العام عموما ومحددات التحول الى قطاع النقل المستدام خصوصا. وأنه لنجاح التحول الى النقل العام المستدام هناك حاجة لتأهيل كادر النقل بكافة مستوياته الإدارية والفنية وإعدادهم مسبقا للتحول المحتمل (توعويا وتدريبيا). وكذلك إعادة هيكلة مؤسسة النقل والمواصلات وتنظيم علاقتها مع المؤسسات بمختلف قطاعاتها وعلى راسها الهيئات المحلية. وأوصت الدراسة بالعمل الجاد على التحول الى النقل العام المستدام، كونه مجدي تنمويا، وبالعمل على نشر ثقافة النقل العام عموما والنقل العام المستدام خصوصا، وتوفير البيئة الداعمة قانونيا وإداريا عبر تطوير وتعديل القوانين الناظمة للنقل، وإعادة هيكلة مؤسسة النقل والمواصلات وتنظيم علاقتها مع المؤسسات خصوصا الهيئات المحلية، وتطوير وتأهيل كادر النقل بكافة مستوياته الإدارية والفنية وإعدادهم مسبقا للتحول المحتمل توعويا وتدريبيا كلمات مفتاحية: نقل عام تقليدي، نقل عام مستدام، تنمية مستدامة، جدوى تنموية، دورا، الخليل. | ar |
| dc.description.abstract | The study aimed to identify the reality of traditional public transportation and the feasibility of transitioning to sustainable public transportation in the city of Dura, south of Hebron. It was conducted between 2024 and 2025 using a descriptive analytical approach. Official reports from the Ministry of Transport and Communications and those from the Dura Municipality were analyzed. A questionnaire was also used as a field research tool, distributed to a random sample of specialized employees in the Dura City Transportation Directorate, the city's municipality, and the city's police. The most important outcomes of the study were that sustainable public transport is developmentally feasible if implemented in Dura. This is supported by theoretical developmental feasibility and by respondents' responses regarding its expected environmental, economic, and social impacts on the ground. Informal public transport represents a real encroachment on formal public transport, as both are used at almost equal levels in Dura. This is due to the lack of protection for operating licenses for public transport. Community awareness and culture of public transport in general, and sustainable public transport in special, need to be strengthened. The infrastructure of traditional public transport needs to be addressed, particularly by removing encroachments on roads. It needs to be developed, taking into account development and improvement towards the transition to sustainable public transport as a future development plan. Economic determinants are among the most important determinants of the public transport sector in general and the transition to sustainable transport in particular. For the transition to sustainable public transport to succeed, there is a need to qualify the transport cadre at all administrative and technical levels and prepare them in advance for the potential transition through awareness and training, and restructuring the Transport Authority and regulating its relationship with institutions in various sectors, especially local authorities. The study recommended working hard on the transition to sustainable public transport, as it is developmentally feasible, and working to spread the culture of public transport in general and sustainable public transport in particular, and providing a supportive legal and administrative environment by developing and amending the laws regulating transport, restructuring the Transport Authority and regulating its relationship with institutions, especially local authorities, and developing and qualifying the transport cadre at all administrative and technical levels and preparing them in advance for the potential transformation through awareness and training.
