This study aimed to analyze the reality of the human resources strategy at Al-Quds University and to identify its role in making its competitive advantage, as well as to identify the nature and principles of formulating the human resources strategy at the university, if implemented properly and whether its work is monitored and evaluated. The researcher accomplished her study using the descriptive approach. Data collection, answering the research questions, and test hypotheses, as well as designing of a special study’s questionnaire. Analysis, process and display of the study’s results were done by using Statistical Package for Social Sciences (IBM SPSS V.20). An interview was conducted with the Human Resources manager at Al-Quds University The data were collected and categorized manually. This study was applied in the second semester of the academic year (2018/2019). The study's population included all administrative and academic staff at Al- Quds University - the main campus. The study's population reached (761) administrative and academic employees. The researcher used the method of the random sample from the study's population Which consists of 761 employees were divided: 358 academic staff, 403 administrative staff. 15% of each administrative staff and 15% of academic staff were taken. The sample constituted 15% of the population and is a suitable sample. The researcher distributed 120 questionnaires to ensure the required sample, of which 93 questionnaires were recovered. The validity and reliability of the tool were verified, and the Alpha Cronbach coefficient of stability reached 96%, indicating a high degree of stability. The study reveals that the level of competitive advantage in Al-Quds University is average. This indicates that the university seeks to achieve competitive advantage through their human resources strategy, but it is possible to make more effort to achieve this advantage. The results also showed that there is a statistically significant relationship at the level (α ≤ 0.05) between the three axes among them and with the competitive advantage, on the analyzing the reality of human resource strategy and its role in the competitive advantage manufacturing, a case study, Al-Quds University. Also, the strategic management of human resources at Al-Quds University is influenced by job status, not by gender, educational attainment, age of administrators and type of college. The results also showed that the biggest obstacle facing the university is financial problem. The results also showed that the human resources at Al-Quds University need to intensify the holding of training courses and workshops and develop their skills and abilities, because these practices have a positive impact on their productivity, and in order to achieve the objectives, vision and mission of the University in an effective manner. The study came out with a set of recommendations, the most important of which were: The importance of wide diversification in competitive tools (physical and moral stimulation) at Al-Quds University in order to help employees to demonstrate their abilities and raise their qualifications. In addition to the importance of upgrading the skills of human resources and develop it, raise their knowledge and experience, provide training and rehabilitation programs that stem from the reality of needs. To enlighten the human resources in the university about the vision and mission of the university strategy's and human resource strategy's too , and the bases of their implementation, control and evaluation, so they can achieve the objectives of the university and implement the strategy in an effective manner distinguish it from other universities. In addition to the importance of developing organizational structures at Al-Quds University and adopting a policy of change to implement the human resources strategy in case of need. The researcher suggests the use of horizontal structures rather than vertical structure. and the importance of career development, organizational and administrative development, to raise the functional capabilities of human resources and excellence it. Finally, the study recommends the administration of Al-Quds University to continuous strive for achieve competitive advantage.
