| dc.description.abstract | The study has discussed the subject of partnership between local committees, in which it aims to be introduced on the directives of the leaders to reach the partnership between local committees in south of Hebron, leading to the contribution of the sustainable development. The study also aimed to introduce the important partnership projects, and the shape of possible partnerships between local committees and their contribution to sustainable development in addition to the challenges that impacts the partnerships. The study adopted the descriptive analysis methodology (quantitative and qualitative), and it combines the study of all the leaders in four local committees in the south of Hebron, and they are (Al-Thahreyyeh Municipality, Dura Municipality, Al-Samou’ Municipality, and Services council of Dura Villages). The researcher chose the sample of study in the general survey method which comprises of 127 leader, 10 surveys were distributed as introductory samples were removed from the total surveys. Accordingly, 117 distributed samples formulated the basis of the study and were analyzed on the SPSS program. Moreover, face-to-face interviews were conducted with the mayors of the local committees, community leaders and staff with senior positions in the Ministry of Local Governance and the Municipal Development and Lending Fund and the Palestinian Union of Local Committees. The study has concluded into many results. One of the important results is the presence of movement (awareness) by the leaders into partnership between local committees in Southern Hebron to contribute in sustainable development, and there is a difference in opinions in allocating the important partnered projects between local committees. From the view of the leaders in local committees, the environmental development projects came as a priority, whereas the results of the interviews with the officials showed that they are prioritizing the economical development projects. Moreover, the study showed that there is disagreement on the shape of the possible partnership between local committees, in which the leaders in local committees were directed (in high level) into managing the partnered projects through a joint executive management from local committees, whereas the results of the interviews with the officials showed that they are directed into managing the projects through the joint services council. Also the results of the study showed that there are challenges facing the partnership between local committees in southern of Hebron (medium level), it was represented by the impact in the change of municipal council (that is the result of elections) on the movement into partnership, and the lack of the partnership culture between local committees, and the instability in the political level that prohibits the creation of a real developmental process. Additionally. The study has shown that partnership between local committees contribute in achieving sustainable development (high level), in which in enhances the role of the local committee in achieving sustainable development and preserving natural resources. And from the view of the researched people, the results of the study noted that there is no statistical indicator difference about the partnership between local committees for achieving contribution in sustainable development due to demo graphical changes (The levels حof administration, education, gender, classification of local committee according local governance, specialty, years of service of the local committee, the membership of the village council). | en |
