| dc.description.abstract | تهدف الدراسة إلى التعرف على الدور الرقابي لمنظمات حقوق الإنسان على التنمية الإنسانية في المحافظات الجنوبية، حيث تكَون مجتمع الدراسة من العاملين في مركز الميزان لحقوق الإنسان بالمحافظات الجنوبية وعدد من المختصين من خارج المركز موضع الدراسة. ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي والمنهج التاريخي، بالإضافة إلى المقابلة مع عينة بلغت (11) من العاملين بمركز الميزان لحقوق الإنسان وغيره في المحافظات الجنوبية كأداة لجمع البيانات. وتتمحور إشكالية الدراسة في السؤال الآتي: ما الدورُ الرقابيُ لمنظمات حقوق الإنسان على التنمية الإنسانية في المحافظات الجنوبية؟ وأبرز ما توصلت له الدراسة أنّ منظمات حقوق الإنسان تلعب دوراً كبيراً في تعزيز التنمية الإنسانية وبالذات في قطاع غزة ويتعلق هذا الدور دائما في الحد من الإنتهاكات التي يتعرض لها المواطن الفلسطيني سواء على المستوى المحلي من قبل السلطات الحاكمة أو من قبل سلطات الاحتلال الإسرائيلي، كما يوجد دور لمنظمات حقوق الإنسان من خلال عملية الرقابة المنظمة وعمليات الرصد والتوثيق، إضافة إلى دورها في توعية المواطن الفلسطيني بحقوقه ونشاطات الضغط والمناصرة لحماية حقوق الإنسان، كما توجد علاقة بين الدور الرقابي لمنظمات حقوق الإنسان والتنمية الإنسانية، فإذا ما تحققت العدالة يتحقق الازدهار السياسي الإجتماعي الثقافي الإقتصادي. وأبرز ما أوصت به الدراسة ضرورة مشاركة منظمات المجتمع المدني في رسم السياسات العامة، وتحمل المسؤولية تجاه تحقيق الخطة الإستراتيجية الوطنية والعمل التشاركي في وضع الخطة الوطنية، وزيادة الموازنة للتعليم والصحة في فلسطين، مع ضرورة استغلال وسائل الإعلام المتعددة والعمل علي توزيع نشرات وإرشادات حول حقوق الإنسان والحقوق التي كفلها القانون الأساسي مع ضرورة تعاون المجتمع المدني مع مركز الميزان لحقوق الإنسان، والعمل على عدم تمرير أي معلومة أو تجاوزات تمس حقوق الإنسان في داخل فلسطين، إضافة إلى ضرورة تكاتف المؤسسات المعنية بحقوق الإنسان مع مركز الميزان لحقوق الإنسان للوصول إلى حماية وصون كرامة وحقوق الإنسان. | ar |

| dcterms.abstract | The study aims to identify the oversight role of human rights organizations on human development in the southern governorates, where the study community consisted of workers in the Al Mizan Center for Human Rights in the southern governorates and a number of specialists from outside the center under study. To achieve the objectives of the study, the descriptive approach and the historical approach were used, in addition to an interview with a sample of (11) employees of the Al-Mizan Center for Human Rights and others in the southern governorates as a tool for data collection. The problem of the study revolves around the following question: What is the monitoring role of human rights organizations on human development in the southern governorates? The most prominent finding of the study is that human rights organizations play a major role in promoting human development, especially in the Gaza Strip, and this role is always related to limiting violations to which the Palestinian citizen is exposed, whether at the local level by the ruling authorities or by the Israeli occupation authorities. The role of human rights organizations through the process of organized oversight and monitoring and documentation processes, in addition to their role in educating the Palestinian citizen about his rights and lobbying and advocacy activities for the protection of human rights. There is also a relationship between the monitoring role of human rights organizations and human development. If justice is achieved, political, social, cultural, and economic prosperity . The study highlighted the need for civil society organizations to participate in public policy-making, to assume responsibility for achieving the national strategic plan and to work collaboratively in setting the national plan, and to increase the budget for education and health in Palestine, with the need to exploit multiple media and work on distributing pamphlets and guidelines on human rights.
