Abstract
The study aimed to determine the impact of human resources management policies, with
its various dimensions that include (recruitment and hiring policy, training and
development policy, compensation policy, performance evaluation policy and occupational
health and safety policy) on achieving institutional excellence in international institutions
operating in the Gaza Strip,so that the study used the descriptive analytical method to study
the phenomenon and describe its nature and the quality of the relationship between its
variables, its causes and directions, and the study used the questionnaire tool to collect
preliminary data.
The study community was represented by workers in the upper and middle management in
international institutions that working more than ten years old and which employ more
than five workers and are effective in the Gaza Strip, the number of those institutions
reached 35 institutions, the study was implemented on 22 of them who positively engaged
with the researcher. The study population in these institutions has reached (497) workers,
and the researcher has chosen a random sample represented from the study community
whose size reached (174) singles ،the questionnaire was distributed to them, and (115)
forms were retrieved, which were used for analysis purposes, finally the study concluded a
set of results, the most important of which is the presence of a positive moral effect with
statistical significance of the evaluation policy in achieving institutional excellence in
international institutions operating in the Gaza Strip, while this effect was significant but in
a negative direction for both the training and development policy and the occupational
health and safety policy to achieve excellence Institutional, while the (compensation
policy, the policy of recruitment and hiring) did not have a significant effect on achieving
institutional excellence in the Gaza Strip.
In the end of the study, the resarsher recommended the need to focus on giving
international institutions operating in the Gaza Strip more attention to developing
occupational health and safety policies within workplaces and providing all their
requirements with directing part of the training and development policies towards them. It
also recommended that international institutions focus on developing the capabilities and
skills of their workers in innovative and creativity fields as it is considered one of the
foundations for achieving institutional excellence.
