| dc.description.abstract | هدفت الدراسة للتعرف على دور الهيئة المستقلة لحقوق الإنسان في تحقيق التنمية السياسية في المحافظات الجنوبية في فلسطين، وقد تكَون مجتمع الدراسة من العاملين في الهيئة المستقلة لحقوق الإنسان، وعدد من المختصين من خارج الهيئة، ولتحقيق أهداف الدراسة تم إستخدام المنهج الوصفي، كما تم استخدام المقابلة كأداة لجمع البيانات من خلال عينة بلغت أحد عشر مختصا في مجال حقوق الإنسان. توصلت الدراسة إلى عدة نتائج أبرزها: أن التنمية بمفهومها الشامل تقوم على عدة أبعاد وهي الاجتماعية والاقتصادية والبيئية والسياسية والثقافية. وقد أصبحت التنمية السياسية مرتكزاً مهماً للتنمية تسعى الدول جميعاً لتحقيقها، وتتمثل أبرز صورها في: المشاركة السياسية، والتداول السلمي للسلطة، والتعددية السياسية، وتعزيز الديمقراطية، وحماية حقوق الإنسان. كما تعتبر التنمية السياسية أحد المعايير الرئيسية لشرعية السلطة السياسية. وتراقب منظمات المجتمع المدني مدى التزام السلطات الحاكمة بتفعيل أدوات التنمية السياسية. ولا تزال التنمية السياسية بطيئة النمو في فلسطين في ظل خصوصية الحالة الفلسطينية، كونها ترزح تحت الاحتلال الإسرائيلي الذي عمل خلال فترة سيطرته على الضفة الغربية وقطاع غزة على إبطاء عملية التنمية وحرفها عن مسارها، كما أدى الانقسام الفلسطيني لتعثر التنمية السياسية في مجالاتها المختلفة، ويعتبر وجود الهيئة المستقلة أمراً بالغ الأهمية، بالنظر لطبيعة عملها كونها ليست منظمة أهلية ولا حكومية، بل مؤسسة دولة تتمتع بالاستقلالية في أداء وظيفتها، كما أنه يوجد تجاوب (إلى حد ما) من الجهات الرسمية معها من أجل النهوض بالتنمية السياسية في فلسطين بشكل عام والمحافظات الجنوبية على وجه الخصوص. وقد أوصت الدراسة بضرورة تفعيل أدوات الرقابة التي تستخدمها الهيئة في أداء دورها، وضرورة استماع الجهات المختصة لتوصياتها وملاحظاتها، وتكثيف الجهود لإنهاء الانقسام الفلسطيني، وضرورة قيام مجلس المفوضين بدور أكبر للضغط على الجهات المختصة من أجل احترام حقوق الإنسان وتحقيق متطلبات التنمية السياسية، وضرورة تضافر الجهود للتخلص من الاحتلال للتمكن من تحقيق التنمية السياسية بشكلها المتكامل، والتعاون مع المؤسسات الشبيهة ومنظمات المجتمع المدني لتحقيق الأهداف المشتركة، وحشد أدوات التمكين على صعيد الخطط والبرامج الرسمية والأهلية، بهدف تعزيز التنمية السياسية، وحث أصحاب الواجب والأطراف المجتمعية ذات العلاقة، لتبني تدابير فعالة على المستوى التشريعي، والتنظيمي، والمجتمعي، تتلاءم مع التوجهات الدولية في حماية حقوق الإنسان وبما يتناسب مع خصوصية المجتمع الفلسطيني، واستحقاقات انضمام فلسطين للاتفاقيات الدولية. | ar |
| dc.description.abstract | This study aimed to identify the role of the Independent Commission for Human Rights (ICHR) in achieving political development in the southern governorates. The study community included workers from the ICHR and specialists outside the Commission. In order to reach the study's objectives, a descriptive approach was used, and interviews were conducted with a sample of eleven human rights experts. Several findings emerged from the study, notably the fact that development is in fact a comprehensive concept that encompasses social, economic, environmental, political, and cultural dimensions. All countries strive to achieve political development, which includes political participation, peaceful transfers of power, political pluralism, strengthening democracy, and protecting human rights. Political development is also a major factor in determining the legitimacy of political power. Organizations from the civil society monitor the extent to which the ruling authorities are committed to enacting political development tools. In light of the particular circumstances of the Palestinian situation, Palestinian political development is still in its infancy as it suffers under an occupation which slowed down and diverted the development process due to its control of the West Bank and Gaza Strip, while the Palestinian division led to the faltering of political development in many fields. Given its nature, the existence of the ICHR is considered a critical, as it is neither a civil nor a governmental organization, but a state institution that enjoys independence in the performance of its function, and it is assisted (to some extent) by the official authorities in order to advance political development in Palestine, generally, and in the southern governorates, particularly. Based on the study results, it was recommended that the ICHR should activate the monitoring tools that it uses to fulfill its duties, for the competent authorities to listen to its recommendations and observations, to intensify efforts to end the Palestinian division, and for the Council of Commissioners to have a larger role to press the competent authorities to respect human rights and to achieve political development. Furthermore, the recommendations indicated the necessity of concerted efforts to eliminate the occupation to be able to achieve political development, as well as cooperation with similar institutions and civil society groups to achieve common goals, as well as mobilizing empowerment tools at the level of official and civil plans and programs. Demanding that applicable community parties and duty-bearers adopt effective measures at the legislative, organizational, and societal levels, in line with international trends in the protection of human rights, and proportionate to the specificities of Palestinian society, as well as consistent with the entitlements of Palestine's accession to international conventions. | en |
