dc.description.abstractThe research problem of this study lies in the fact that it examines pre-Oslo and post –Oslo Palestinian political System environment . This study is about the effect of Oslo Accords on the development of the political system at the presence of the National and Islamic factions as effective factors on the structure , function and performance of this political system , in addition to the consequences of Hamas Movement’s winning the last elections in 2006 and what extent the regional interventions affect the formation of the Palestinian evolving political system . The importance of the study lies in the fact that it is an attempt to understand the reality of the Palestinian political system through the variables and new things in its political structure , function and performance , especially after Oslo accords which founded the Palestinian National Authority and its components that are connected to the political system. It is necessary to mention that the importance of this subject is connected to the extent of development in crystallizing the political system through building the institutions of the state in various fields with the influence of the regional and international intervention in building the Palestinian evolving political system’s institutions . This study is basically focused on the descriptive and analytical methodologies in studying the hypothesis and the problem of the study . Also the spatial limits of the study where adopted in the Palestinian National Authority’s territories ; and the period of the study is limited between 1993 to 2006. The most important results and recommendations concluded by this study are that Palestine Liberation Organization and the National Council had before Oslo an active and significant role in following up the Palestinian National issues . But after signing Oslo Accords , the role of PLO has been practically marginalized and the existence of PLO has become a paper used for factional purposes that damaged the position and sovereignty of PLO . With the political developments and constitutional reforms which were made on the Basic Law in 2003 with the aim of creating the position of the Prime Minister as a result of the international pressures to make an amendment on the structure of the evolving system as this position practically changed the balance between the legislative and executive parts of the authority so that the political system can be transferred from a presidential system to a semipresidential system or a mixed system ; and this system is still under formation processen
