Abstract
هدفت الدراسة إلى التعرف على واقع برامج التمكين للنساء ذات الإعاقة التي تقدمها المؤسسات الأهلية في محافظة الخليل، وتقييم برامج التمكين المقدمة للنساء ذات الإعاقة، ولتحقيق ذلك اتبعت الباحثة المنهج الوصفي بشقيه (الكمي والنوعي)، وتمثل الجانب الكمي بتصميم استبانة، وتوزيعها على عينة من الموظفين في المؤسسات الأهلية في محافظة الخليل، والتي تعنى بالنساء، وتمكين النساء ذات الإعاقة، تكونت من (162) موظفاً، أما الجانب النوعي، فتمثل بتصميم مقابلة هيكلية، وإجراء مقابلات مع (15) من النساء المستفيدات من برامج التمكين.
وبعد إجراء الدراسة، وجمع البيانات، تم التوصل إلى النتائج التالية: أن اتجاهات المبحوثين حول واقع تنفيذ المؤسسات الأهلية لبرامج التمكين الاقتصادي والاجتماعي للنساء ذات الإعاقة في محافظة الخليل كان بدرجة مرتفعة، وأن اتجاهات المبحوثين حول تقييم برامج تمكين النساء ذات الإعاقة (المحتوى، الاستدامة، التنفيذ، الفاعلية، النتائج) كان بدرجة مرتفعة.
كما أظهرت النتائج عدم وجود فـروق ذات دلالـة إحصائـيّة بين المتوسطات الحسابية لتقييم واقع تنفيذ المؤسسات الأهلية لبرامج التمكين الاقتصادي والاجتماعي للنساء ذات الإعاقة تعزى لمتغير (مجال عمل المؤسسة، مصادر التمويل، عدد العاملين، عمر المؤسسة)، كما أظهرت النتائج عدم وجود فروق دالة إحصائياً في استجابات المبحوثين لتقييم برامج تمكين النساء ذات الإعاقة تعزى لمتغير (مجال عمل المؤسسة، ومصادر تمويل المؤسسة، عمر المؤسسة)، في حين أظهرت النتائج أن وجود فروق دالة إحصائياً في استجابات المبحوثين لتقييم برامج تمكين النساء ذات الإعاقة تعزى لمتغير عدد العاملين في المؤسسة، وكانت الفروق لصالح المؤسسات التي فيها أقل من (10 موظفين) والمؤسسات التي فيها (10-29) موظف، كما أظهرت النتائج أن المعوقات التي تواجه تنفيذ مشاريع التمكين الاقتصادي والاجتماعي كانت بـدرجـــة مرتفعة، وأن أبرز هذه المعوقات كان عدم رغبة أفراد أسرة النساء ذات الإعاقة في امتلاك مشاريع اقتصادية تحقق لهن التمكين.
كما تبين من نتائج المقابلات أن إجابات النساء متفقة بشكل كامل، حول متابعة المؤسسة لاحتياجاتهن، في حين كانت إجابات النساء غير متوافقة فيما يتعلق بتلبية هذه الاحتياجات، وأن أبرز أشكال برامج التمكين الاجتماعي كانت: عقد ندوات وورشات عمل تُسهم في زيادة الوعي الاجتماعي، وإشراك النساء في البرامج الاجتماعية والأنشطة المجتمعية
وبناء على النتائج السابقة، أوصت الباحثة بعدد من التوصيات، أهمها: العمل على إيجاد وإنشاء مؤسسات أهلية تُعنى بتمكين النساء ذات الإعاقة، ذلك لما أظهرته النتائج من أن إدراج تمكين النساء ضمن أهداف المؤسسات، ونظامها الداخلي كان بدرجة متوسطة، لما له من دور في رفع قدرات المؤسسات في تمكين النساء، وزيادة برامج التمكين، وزيادة الاهتمام ببرامج التمكين الاقتصادي، وأن تتناسب هذه البرامج مع احتياجات النساء، وتطلعاتهن، وذلك من خلال العمل على إشراكهن في حاضنات الأعمال، أو توفير الدعم اللازم لتنفيذ مشاريع تضمن الاستمرارية والاستدامة.
The study aimed to identify the reality of empowerment programs for women with disabilities provided by civil society organizations in Hebron Governorate, and to evaluate the empowerment programs provided to women with disabilities. To achieve this, the researcher followed the descriptive approach with both parts (quantitative and qualitative), and the quantitative aspect was represented by designing a questionnaire and distributing it to a sample of employees. In the civil institutions in Hebron Governorate, which are concerned with women and the empowerment of women with disabilities, it consisted of (162) employees. As for the qualitative aspect, it was represented by designing a structural interview and conducting interviews with (15) women who benefited from empowerment programs. After conducting the study and collecting data, the following results were reached: that the respondents’ attitudes regarding the reality of NGOs’ implementation of economic and social empowerment programs for women with disabilities in Hebron Governorate were high, and that the respondents’ attitudes regarding the evaluation of empowerment programs for women with disabilities (content, sustainability, Implementation, effectiveness, results) were high. The results also showed that there were no statistically significant differences between the arithmetic averages to evaluate the reality of civil institutions’ implementation of economic and social empowerment programs for women with disabilities due to the variable (field of work of the institution, sources of funding, number of employees, age of the institution). The results of the interviews also showed that the women’s answers were in complete agreement regarding the institution’s follow-up of their needs, while the women’s answers were not consistent regarding meeting these needs, and that the most prominent forms of social empowerment programs were: holding seminars and workshops that contribute to increasing social awareness and involving women. Based on the previous results, the researcher recommended a number of recommendations, the most important of which are: working to find and establish civil institutions concerned with empowering women with disabilities, as the results showed that including women’s empowerment within the objectives of the institutions, and their bylaws, was to a moderate degree, because of its role in raising The capabilities of institutions to empower women, increase empowerment programs, and increase interest in economic empowerment programs, and for these programs to be compatible with women’s needs and aspirations, by working to involve them in business incubators, or providing the necessary support to implement projects that ensure continuity and sustainability.
