Abstract
This study aimed to identify the reality of the programs and projects of the Ministry of Social Development (planning and effectiveness) and their compatibility with the national policy agenda (2017-2022) (justice and rule of law). To achieve the objectives of the study, the researcher used the approach (quantitative and qualitative), where he prepared a questionnaire. From five domains distributed into (30) paragraphs as a tool for data collection, and an interview newspaper consisting of two main questions about program planning and effectiveness, and the study population consisted of all workers in the higher departments of the Ministry of Social Development, in the year (2020/2021 AD), A comprehensive survey was made for the study population of (14) people working in higher departments, and interviews were conducted with (4) officials working in higher departments in the ministry, and the results of the study showed that the extent to which the programs of the Ministry of Social Development are in line with the national policy agenda (2017- 2022) (Justice and the rule of law) from the point of view of higher management in the Ministry of Social Development was a medium degree, and the programs of the Ministry of Social Development to reduce poverty are in line with the national policy agenda (2017-2022) (Justice and Rule of Law) was average, and the programs of the Ministry of Social Development to provide social protection for the poor and marginalized were in line with the National Policy Agenda (2017-2022) (Justice and the Rule of Law) was medium, and the programs of the Ministry of Development agreed Social Affairs for Enhancing Citizens' Access to Justice with the National Policy Agenda (2017-2022) (Justice and Rule of Law) was medium, and the Ministry of Social Development programs to promote gender equality and women's empowerment align with the National Policy Agenda (2017-2022) (Justice And the rule of law) was average and the Ministry of Social Development programs for youth empowerment alignment with the National Policy Agenda (2017-2022) (justice and rule of law) was medium
In light of the previous results, the study came out with a set of recommendations and suggestions, including: Coordination between official and civil bodies and institutions in order to promote the concept of gender equality and the empowerment of women.
Pay more attention to the efficiency criterion by enhancing the achievement of the planned project outputs and the flexibility of daily management in dealing with changing circumstances and focusing on the effectiveness criterion in order to achieve all the objectives of the planned projects to achieve their goals and the need to pay attention to the evaluation of projects to become a culture in the ministry, and not at the request of the financiers.
