| dc.description.abstract | هدفت الدارسة إلى التعرف على الإدارة بالاستثناء بأبعادها وعلاقتها بالْـثِّـقة الْــتَّنْـظـيـمِيّــة بأبعادها لدى الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة في جَـنــوْب الْــخَلـيل مِــن وِجــهَــة نَـظــر الموظفين الإداريين، اتبعت الْدِّراسَة المنهج الوصفي التحليلي، وقامت الْــباحِثَة بتصميم استبانة بغرض جمع البيانات من عينة الْدِّراسَة التي تم اختيارها بالطريقة الميسرة غير الاحتمالية والمكونة من (105) موظفاً وموظفة في الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة جَـنــوْب الْــخَلـيل وتم استخدام مجموعة من الأساليب الإحصائية لتحليل واختبار الفرضيات باستخدام برنامج التحليل الاحصائي (SPSS)، وبعد توزيع الاستبانات، وجمعها، وتحليلها، تم التوصل إلى النتائج التالية: أن واقع تطبيق الإدارة بالاستثناء بأبعادها (تحديد السلطة والمسؤولية، تفويض السلطة، وتقييم الأداء وتصحيح الانحرافات) في الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة في جَـنــوْب الْــخَلـيل مِــن وِجــهَــة نَـظــر الموظفين الإداريين، كان بدَرَجِــة مُـرتَــفِعـة، في حين بينت النتائج أن واقع تطبيق إدارة الوقت في الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة في جَـنــوْب الْــخَلـيل كان بـدَرَجِــة متوسطة، كما تم التوصل إلى أن مستوى الْـثِّـقة الْــتَّنْـظـيـمِيّــة بأبعادها (الْـثِّـقة بالرئيس المباشر، الْـثِّـقة بالزملاء) في الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة في جَـنــوْب الْــخَلـيل مِــن وِجــهَــة نَـظــر الموظفين الإداريين، كان بدَرَجِــة مُـرتَــفِعـة، في حين بينت النتائج أن مستوى الْـثِّـقة الْــتَّنْـظـيـمِيّــة بالإدارة العليا كان متوسطاً، وأشارت النتائج إلى وُجوْد عَــلاقَة ارتباط بين تطبيق الإدارة بالاستثناء والْـثِّـقة الْــتَّنْـظـيـمِيّــة في الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة في جَـنــوْب الْــخَلـيل مِــن وِجــهَــة نَـظــر الموظفين الإداريين، بحيث كلما زاد تطبيق الإدارة بالاستثناء زاد مستوى الْـثِّـقة الْــتَّنْـظـيـمِيّــة في الْـمُـؤسّــسـات الْـحُـكوْمِــيّــة. | ar |
| dc.description.abstract | The study aimed to identify management by exception and its relationship to organizational trust in government institutions in South Hebron from the point of view of administrative employees. The study followed the descriptive, analytical approach, and the researcher designed a questionnaire for the purpose of collecting data from the study sample which was chosen by the easy non probabilistic method and consisting of (105) male and female employees in government institutions in South Hebron. and a set of statistical methods were used to analyze and test hypotheses using the statistical analysis program (SPSS). After distributing, collecting, and analyzing the questionnaires, the following results were reached: The reality of applying management by exception, with its dimensions (determining authority and responsibility, delegating authority, evaluating performance and correcting deviations) in government institutions in South Hebron from the point of view of administrative employees, was to a high degree, while the results showed that the reality of applying time management in government institutions in South Hebron It came in at a moderate degree. It was also found that the level of organizational trust in its dimensions (trust in the direct supervisor, trust in colleagues) in government institutions in South Hebron from the point of view of administrative employees was high, while the results showed that the level of organizational trust in senior management was medium. The results indicated that there is a correlation between the application of management by exception and organizational trust in government institutions in South Hebron from the point of view of administrative employees, such that the greater the application of management by exception, the greater the level of organizational trust in government institutions. | en |
