The main aim of this study is to shed light on the ability of local councils in the Jordan Valley to manage potential natural and environmental hazards, from the view point of the members of local councils in that region. The main problem facing this study was finding out to what extent these local authorities have all the components of a community readiness and its ability to manage potential risks that may threaten this readiness. The study used the descriptive approach with a population consisted of members of the local councils in the Jordan Valley region. Furthermore, to implement the objectives of this study, we selected a sample of (175) members of these councils. The study tool was distributed to these members and the percentage of recovery of the study tool reached a high percentage of 92.5%. The results of the study tool were analyzed by statistical software packages (SPSS V.20). The study showed middle- class results regarding the readiness of these councils and their abilities in risk management. Indeed, it showed that the real situation of the local councils' readiness in the Jordan Valley was averaged by (63.8%) as well as they recorded a level of (63 %) in their ability to manage natural and environmental risks. However, the councils hide weakness in many of the elements of preparedness and in risk management dimensions. In addition, we find that these councils planning capacity was weak and rated as (55.8%), as well as we find that the ability of councils to collect information is (53.2%). This study also didn't notice any differences in the study participants' responses about the variables of the study, which the researcher relates it to frustration experienced by the study population. This frustration comes as a result to the lack of attention that is given by governmental authorities. It also comes as a result to the existence of these local councils in geographical areas exposed to Israeli negative permanently policies in all sides. The recommendations taken from the results of the study are the following: 1-There is a need for an increase of attention by governmental authorities and private institutions to raise readiness levels and the capacity of these councils. 2-It is necessary to adopt modern methods and scientific approaches in the natural and environmental risk management in the area.
