Abstract
The study aims was to examine"The impact of economic and social conditions on the high rates of crime among the inmates of the rehabilitation centers in the West Bank" to find out the impact of economic and social conditions on the high crime rates among the inmates of the rehabilitation centers, by identifying the most important economic and social conditions that they faced, and to uncover the extent to which these circumstances are related to each other in the Palestinian society through the results of the analysis, in addition for knowing the most important effects resulting from the commission of crimes, and their entry into the centers of reform and rehabilitation, when the secondary data were obtained from a number of books and previous studies related to the subject. While preliminary data were obtained by means of the questionnaire that was designed to obtain the data from the sample of the study. It consisted of two parts: the first part contains the data, and the second part contains the topics and questions of the study, and interviews were conducted with some of the directors of the reform and rehabilitation centers in the West Bank, to support the results of the questionnaire data and to give strength to the results of the study. However population of the study consists of all the inmates of the rehabilitation in rehabilitation centers of the cities of “Jericho and Ramallah” between the period 2016-2017 (410), while the study sample consisted of (255) inmates from the rehabilitation centers, which (62.1%) were randomized. The Statistical Package for Social Sciences (SPSS), (20th Edition) , ((Statistical Package for Social Sciences- SPSS. ver20), was used in order to reach the most prominent results that achieved the objectives of the study, the most prominent being that the economic factor is the most influential factor in the social factor in pushing individuals to commit crimes, and therefore their rise in the West Bank according to the guest's response to the questions. The study also showed that the reason for the high rate of unemployment and poverty in the West Bank is the weakness of the administrative policies of institutions, and the spread of mediation and nepotism, in addition to the high standard of living compared to low income. Moreover, the study also confirmed that the Israeli occupation is the main contributor to the high rates of crime, drugs and theft. Finally, the study recommended the following: - The need to review the agreements concluded between the Palestinian National Authority and the Israeli occupation government, especially the economic ones, which have repeatedly obstructed the development process in the State of Palestine and limited the ability of the Palestinian people to control the economy and capabilities of the state. For the development plans and the implementation of development projects to prevent the continued high rates of unemployment and poverty, which automatically reflected on the crime and works to reduce them, and recommended work to continue to provide moral, material and cultural support for inmates of the reform centers, and to rehabilitate through the continuity of the reform centers with its technical, and administrative development and its holding of workshops that are concerned with refining the personality of the guest and raising his scientific and professional level, and holding workshops between the reform and rehabilitation centers and the Palestinian judiciary ,to discuss reviewing some of the penalties that are considered deterrent to the gravity of the crime, especially those related to drug traffickers and users of killing, as the study suggests publishing its findings.
