The goal of this research is to know the Jerusalemite NGOs' role in developing the professional and technical capacity of the Jerusalemite women and the possibility of developing that, to recognize the training programs of these institutions and its role of increasing the employment opportunities for women in Jerusalem, and to know the obstacles which face these institutions and how to develop it. That by the Jerusalemite women's point of view. The researcher followed the descriptive analytical method to achieve these goals. She distributed questionnaire at the targeted group of the study, they are the women who have trainings at NGOs in Jerusalem, and they who completed their trainings since 2011, totaling about 2025 according to those organization. The sample is chosen randomly, whereas the researcher chose (20 – 25) trainees of each institution. Then she distributed 200 questionnaires at the study population. 188 of it are valid for analysis. Therefore, the final size of the sample amounted to 188 women, about 9.3% of the study population. The study tool was consists of two parts, first one about the general information within NGO’s in Jerusalem as: the age of organization, number of practical programs in NGO’s roundly, the number of trainers and supervisors in it, and the type of it's programs, and the duration the programs. The second part consists of (64) terms, distributed on five axes, first one: the role of NGO's in professional development, the second: types of NGO's programs. third one: the benefits of training programs, the fifth one: ability of developing After collecting the data from the study sample Use (SPSS) program to conduct appropriate statistical analysis, the study found that the civil institutions of Jerusalem affect a high degree in the professional and technical capacities of the women of Jerusalem Development, where it was found that it can civil society institutions to develop and significantly, came fifth axis in the order I, and an arithmetic mean was (4.1315), and was the first poplar in second place and an arithmetic mean was (4.0479), came third axis rank third and an arithmetic mean was (4.0699), as it can take advantage of training programs and a high degree. The second axis came in fourth place with a mean (3.8077), and was the fourth axis in the fifth and last place, and an arithmetic mean was (3.6451), meaning that obstacles do not have much effect on professional training, although its existence. It was found that there is no statistically significant differences at the role of NGOs in Jerusalem to develop the professional and technical capacity of the Jerusalemite women and the ability of developing that, by their female trainees' point of view, according to these variables: the years of work of the institution, the number of their training programs, the number of the trainers and the occupational supervisors, the quality of the training programs, and the training duration in the institution. And there is a possibility statistically significant relation between these five areas of the study, and the total degree of the NGOs role in developing the professional and technical capacity of the Jerusalemite women and the ability of developing it. The researcher gave many recommendations, the most important one was to aware the community for the importance of the vocational training institutions' role to increase the employment opportunities of women, as this has a positive impact on the economy in Jerusalem in general, and the importance of the connection between vocational training programs, and the university education or high schools, and to make it easier for trainees to choose a profession that require a theoretical and training study, and for the Ministry of Higher Education to supervise on the offered programs in these institutions, to ensure of compatibility between them and the offered theoretical subjects in universities, colleges and academies.
