Abstract
The present study is aimed at identifying the reality of participatory management، and
decision-making at Al-Quds Open University. The descriptive methodology was used،
being one of the most convenient methodologies for this study، and the quick research
method through focal groups، to gather data from the study sample، represented in the
educational and administrative faculty of Al-Quds Open University and the participants of
focal groups. Furthermore، the study population consists of all academic and
administrative labors at Al-Quds Open University. The sample of the study was selected in
a random، class from the population of the study. The study sample included
administrative and academic labors (from employee degree to manager degree) in Al-Quds
Open University. The researcher used the questionnaire tool in the study.
Through the findings the study came up with، it is found that the arithmetic average of the
total degree of fields (participatory management) reached up to (3.64 – 72%). This value
indicates that the reality of participating in the process of decision-making at Al-Quds
Open University is high. It is worth mentioning that the importance of participating in
making decisions has been ranked at first by an arithmetic average of (4.08 – 81.6%)، by
the degree (very high). In the second rank، came the field range to participate in the
decision-making process، providing that the arithmetic average is amounted to (3.64)، and
the percentage of participating in decision making reached up to 72.8% by a high degree.
The field of obstacles faced by participatory management at the University came in the last
rank by an arithmetic average of (3.05) and a percentage up to (61%)، by a medium degree.
This result confirms the existence of obstacles ahead the participatory management by a
medium degree.
Some obstacles appeared before enforcing the participatory management and involving
labors in making decisions، including: Bureaucratic and administrative obstacles at work،
the lack of sufficient administrative capacities of labors which hampers the process of
participating in taking proper administrative decisions when cooperating with the
management، expanding the scope of the university and the number of labors contained
therein، the lack of participatory in making strategic decisions، which has led to the
existence of obstacles before labors in expressing their views freely to contribute in the
development of the university in the extent they deem appropriate.
The findings were compatible with the focal groups findings carried out on a number of
departments’ heads، educational faculty، and employees at Al-Quds Open University.
Accordingly، the most important suggestions made by labors for developing the
participatory management at Al-Quds Open University include: there has to be guiding by
the University Presidency to the managers inducing them to involve labors at the
University in the process of decision-making، participating in setting solutions for the
problems they face، and the necessity to hold workshops and training courses as well as
conferences and symposiums، which shall raise and develop the level of labors capacities
to keep pace with the accelerating development occurring to the administrative process، as
well as the accompanied technological developments، providing that no specific category
of labors shall be limited to the policies and strategies of the University، moderating the
Bureaucratic system and the hierarchical structure in management، and confirming the
necessity of holding meetings through the internet and the University portal so that it
would be effectively beneficial، in addition to developing the process of presenting views.
