Strategic Planning on the Palestinian Ministry of Higher Education and Its Effectr on the Performance

Abstract
This study was conducted during the period between March, 2011 – December, 2011. The study sample was chosen from directors at the Palestinian ministry of education and higher education in Ramallah and al-bireh governorate. The study aimed at identifying the reality of strategic planning and its influence on job performance in the Palestinian ministry of education and higher education from the perspectives of from directors at the ministry. The study population was composed of all directors at the Palestinian ministry of education whose number is (208). Study sample was developed by using the random stratified sample with a percentage of (25%) of the study population. The descriptive analytical method was used by applying a questionnaire composed of (48) items. The investigation consists of two parts: the first part contained independent study variables (age٬ gender٬ qualifications and years of experience at work). And the second part consisted of the understanding of directors at the ministry to the concept and importance of strategic planning, extent of practicing strategic planning. Data analysis was done using the (spss) program in obtaining standard deviations and the (one way ANOVAs) test. Results of the study showed that extent of understanding of directors at the ministry the concept of strategic planning and its importance was high and reached (82.2%). And the strategic planning practiced at the ministry of education is high and reaches a percentage (72.3%). Moreover, the results of the study showed that a director at the ministry performance is good with percentage (86%). The study also showed that there are no statistically significant differences at the level (α≤ 1015) depending on the area of study due to the variables (age, gender, educational qualification). Meanwhile, the results showed the existence of differences in the study sample due to the variable (work experience) in terms of the effect of strategic planning on job performance. The researcher recommends the need of the Palestinian Ministry of Higher Education to hold more specialized training workshop in the skills of strategic planning and to enhance the capacity of the managers to install and apply strategic plans. The need of the ministry to install special programs for the employment of fresh graduates so to be able to obtain job experience, and at the same the ministry can benefit from modern theories in management and administration that is taught to these fresh graduates and to apply it.
