واقع الجمعيات التعاونية الفلسطينية وآفاق تطويرها من خلال دراسة الجمعيات التعاونية الزراعية في شمال الضفة الغربية

| dc.description.abstract | أجريت هذه الدراسة في الفترة ما بين كانون ثاني من العام 2742 وحتى شهر حزيران من نفس العام حيث مثل رؤساء مجالس اإلدارة للجمعيات التعاونية الزراعية العاملة في شمال الضفة الغربية مجتمع هذه الدراسة . وبلغ حجم عينة الدراسة (95) عضوا من اعضاء ورؤساء مجالس الإدارة في الجمعيات المبحوثة. هدفت الدراسة إلى التعرف إلى واقع الجمعيات التعاونية الزراعية في شمال الضفة الغربية من خلال التعرف على الواقع االقتصادي والاجتماعي والثقافي و المؤسسي الذي تعيشه هذه الجمعيات التعاونية، كما هدفت الدراسة أيضا إلى التعرف على أهم القضايا والإشكالات التي تواجهها ومحاولة إيجاد مقترحات وحلول لتطويرها . وقد استخدم الباحث المنهج الوصفي لإنجاز هذه الدراسة، حيث استعان بالمقابلة في جمع البيانات والمعلومات إضافة إلى مراجعة الأدبيات السابقة . وقد وجهت المقابلة إلى رؤساء مجالس اإلدارة في الجمعيات التعاونية موضع الدراسة والتي اشتملت على أربعة محاور، ومنها المحور الاقتصادي والاجتماعي والثقافي والاداء المؤسسي للجمعيات التعاونية إضافة إلى محور الاقتراحات من قبل رؤساء الجمعيات التعاونية لتطوير العمل وتحسين األداء ، وقد غطت هذه المحاور أهداف هذه الد ارسة، بعدها تم تحليل نتائج استبانة المقابلة ومعالجتها احصائياً وعرضها بواسطة حزمة SPSS. وقد أظهرت نتائج الدراسة بأن واقع الجمعيات التعاونية الزراعية في المجال الاقتصادي كان ضعيفاً ولم يرتقي لمستوى آمال الأعضاء من خلال قلة وجود مشاريع للبنى التحتية للجمعيات التعاونية، واعتماد الجمعيات على مصادر التمويل الخارجي بدال من الأعتماد على الذات، وقلة الايرادات الشهرية. بينما أظهرت نتائج الدراسة ضعف أداء الجمعيات التعاونية الزراعية موضع الدراسة في المجال الاجتماعي من خلال الاداء الضعيف في مستوى الخدمات المقدمة لألعضاء، وتدني مستويات إنتماء و التزام الأعضاء تجاه جمعياتهم ، وضعف العالقة مع المجتمع المحلي ، وتدني نسبة مشاركة الهيئة العامة في فعاليات الجمعيات ونشاطاتها العامة . في حين أظهرت نتائج الدراسة مستوى أداء ضعيف في المجال الثقافي وظهر ذلك تدني مستوى مفهوم العمل الطوعي والجماعي لدى الأعضاء وقلة وجود الخطط السنوية للتطوير، وندرة وجود برامج توعية أعضاء الجمعيات التعاونية المبحوثة ، كما بينت نتائج الدراسة ضعفاً واضحاً في الأداء المؤسسي للجمعيات التعاونية الزراعية العاملة في شمال الضفة الغربية ، والذي ظهر من خلال ضعف دور الإدارة العامة للتعاون في تقديم المساعدة للجمعيات التعاونية ، وقلة وجود آليات لتطوير الأنظمة المالية والإدارية للجمعيات المبحوثة، وعدم وجود استراتيجيات واضحة لتطوير الجمعيات التعاونية . وخلصت الدراسة إلى ضرورة إجراء المزيد من الدراسات والبحوث والسموحات الميدانية تشخيص أكثر وضوحاً . للمشكلات والمعيقات التي تعترض العمل التعاوني في الواقع الفلسطيني والى ضرورة تعزيز وأوصت الدراسة إلى ضرورة تشجيع الجمعيات التعاونية للإعتماد على الذات ، دور الإدارة العامة للتعاون في تطوير عمل الجمعيات التعاونية ، والإسراع في إقرار قانون تعاون فلسطيني، و العمل على ترسيخ الوعي التعاوني لدى أعضاء الجمعيات التعاونية ، وضرورة العمل الدؤوب لتوسيع قاعدة العضوية فيها. كما أوصت الدراسة ضرورة العمل على إنشاء صناديق توفير داخل البناء التنظيمي للجمعيات التعاونية ، وتوفير الظروف المناسبة للعمل داخل التعاونيات ، إضافة إلى بناء قدرات الموارد البشرية العاملة في الجمعيات التعاونية ، و لى ضرورة الإهتمام بمشاركة المرأة في العمل التعاوني الفلسطيني ، وأهمية توفير أسواق محلية مناسبة لمنتجات التعاونيات، و العمل على بناء و تأسيس إطار نقابي خاص بالجمعيات التعاونية، و تحفيز الجمعيات على بناء أوسع عالقة شراكة وتنسيق فيما بينها ، وبناء قاعدة بيانات خاصة بالعمل التعاوني الفلسطيني. إضافة إلى ذلك أشار ت نتائج الدراسة إلى أهمية المقترحات العملية والتي تقدم بها رؤساء الجمعيات التعاونية والذين مثلوا عينة الدراسة والتي تمثلت في أهمية تقديم الدعم المالي والإداري للجمعيات التعاونية والذي يجب أن يعبر عن الحاجة الفعلية للجمعيات التعاونية وليس بناء على رغبة وأجندة صدار قانون تعاوني فلسطيني مستقل يخدم الممولين ، إضافة إلى مقترحات تتعلق بضرورة صياغة وايجاد قنوات تطوير القطاع التعاوني الفلسطيني وبناء قد ارت طاقم الجمعيات التعاونية الفلسطينية و تسويق لمنتجات الجمعيات التعاونية. | ar |
| dc.description.abstract | This study was performed in the Northern Palestinian Governorates ( Jenine,Nablus, Tulkarem, Qalqilya, Tubas) between the period of January 2012 and June 2012. Thirty Nine Agricultural Cooperative chairmen's represented the study population from the working agricultural cooperatives in the Northern Palestinian Governorates. The study aims to introduce the reality of the Agricultural Cooperative societies in the Northern Governorates in West Bank by identifying the economic, social, cultural and institutional reality for those cooperatives. In addition to that, identifying the most important issues and problems they faced and trying to find solutions for their development. Descriptive approach was used to complete this study. The researcher used the interviews and the previous literature to collect the data. The interview was conducted with the cooperatives Chairmen’s. The structure of the interview sheet consists of a series of open questions connected to the study objectives. The interview sheet consists of four areas, the economical part, the social part, the cultural part and the institutional performance part. It also contains a question related to the ooperative interviewer’s suggestions to develop the cooperatives sector.The study result showed that the economical performance in the Agricultural is weak and do not fulfill the ambitions of Cooperative members. This can be clarified in the lack of infrastructure projects for the cooperative societies, the dependence of the cooperatives on the external funds and not on their own resources, the shortage of fixed income, the weakness of services provided for the cooperative to their members. The study also showed that there is weakness in the social performance in the Agricultural Cooperatives. This can be clarified in the lack of cooperation among the cooperatives, the shortage of loyalty towards the cooperatives from the member’s side, the absence of the cooperative social values. From the cultural prospective, the study shows that there is weak performance in the cultural aspect. This can be clarified in level of awareness on the team work and the volunteerism work, the lack of planning and the lack of capacity building programs for the cooperatives steering committees. Finally, the study showed that there is weakness on the organizational structure in the Agricultural Cooperatives. This can be clarified on the lack of governmental support for the cooperatives sector and the absence of strategic plans for the cooperatives. The study concluded that there is a need for further studies, researches and field scanning that aimed to diagnosis and solve the problems and obstacles that hinder cooperative work in the Palestinian Cooperative Movement.The study came out of a series of recommendations such as, encouraging the cooperatives to be self reliant, strengthening the role of Directorate General of Cooperation in the development process of the cooperatives, legislate of Palestinian law that suit the privacy Palestinian cooperatives, rising the cooperative awareness among members and expanding the membership base. The study also recommended to constructing savings fund for the cooperatives, providing appropriate conditions for employees, promoting women's participation in collaborative work, provision of markets for cooperatives products, encouraging the cooperatives to join the membership of unions and building data base for the Palestinian Cooperative Movement. The interviewers suggested to develop the cooperative sector by directing the fund from the donors towards the benefits of the cooperatives, the necessity to pass an independent Palestinian Cooperative Low, finding self financing mechanism that serves the cooperative sector, institutionalizing the cooperatives, building the capacities of the cooperatives sector staff and finding markets for the cooperatives products. | en |
