Abstract
This study aimed to identify the impact of incentives on human resource performance in the Palestinian civil police / West Bank, and to find out whether this effect differes according to different demographic variables, namely, (sex, educational qualification, military rank,nature of work, years of experience, and governorate The researcher applied the descriptive method, where he designed a questionnaire that included (67) items distributed on five dimentions,with a degree of validity, and the degree of consistancy was (0.95), where it was distributed to all members of community of study in the Palestinian police in the West Bank and who received financial and moral incentives. The number was (999) according to the public administration records of the police for the year (2016), the researcher sough to conduct a comprehensive survey of all the members of the former community mentioned, but for various reasons (806) were collected as valid for analysis, which formed the sample of this study. The researcher concluded that there is a direct effect of the moral and material incintives provided to Palestinian police force personnal in improving the performance of human resources in the Palestinian police force, as it works to meet and satisfy the needs ,desires and diverse of employees in the police, and to promote their affiliation and their relationship with the organization, and increase the motivation to provide services, also it plays an active role in the development of human relationships, and increase the sense of belonging to the team, and pushed him toward innovation and active participation in decision-making, as it increases the rate of job satisfaction, which is reflected in the level of quality of work. As for the examination of demographic variables,it turned out to be no statistical significance differences at the level of statistical significance (0.05 ≥ α) between the mean answers of respondents to the impact of incentives on human resource performance in the Palestinian civil police / West Bank is due to all the demographic variables of the study. The study recommended the importance of the issuing the promotions bulletin of security personnel in a timely manner, and take care of material incentives and linking the salary scale of the cost of living, and the establishment of justice and fairness with respect to the granting of incentives and bonuses, review and evaluate the laws that relate to the pension system, the annual social and increments, and developed it to fits and expectations of police personnal, and the provision of training and rehabilitation opportunities for those working in the police service .
