Abstract
هدفت هذه الدراسة الى التعرف على واقع الخدمات الالكترونية والتحديات التي تواجهها من جهة، وواقع التنمية المستدامة بأبعادها (الاقتصادية، الاجتماعية، البيئية والتكنولوجية) والتحديات التي تواجهها من جهة أخرى في الضفة الغربية/فلسطين.
استخدمت الدراسة المنهج الوصفي التحليلي، حيث اعتمدت على الاستبانة الالكترونية كأداة لجمع البيانات من مصادرها الأولية، في حين تمثل مجتمع الدراسة من عملاء البنوك العاملة في الضفة الغربية، اعتمدت الباحثة في الدراسة أسلوب أخذ العينة غير الاحتمالية الميسرة لصعوبة تحديد حجم المجتمع، وتمت الاستعانة بوسائل التواصل الاجتماعي لجمع (77) استجابة. تم التركيز على مستخدمي الخدمات الإلكترونية المصرفية لاعتبارهم مؤشرًا لمعرفتهم وخبرتهم في التعامل مع الخدمات الإلكترونية بشكل عام. يُدعم هذا الاختيار أيضًا بنشاطهم في الرد على استبانة الدراسة ومشاركتهم عبر وسائل التواصل الاجتماعي المختلفة.
وقد توصلت الدراسة إلى مجموعة من النتائج، تمثل أهمها ارتفاع استخدام الخدمات الالكترونية من قبل افراد عينة الدراسة ، وأظهرت النتائج ايضاً ان خدمة إدارة الحساب وخدمة بطاقات الصراف الالي هي الأكثر استخدما من الخدمات المصرفية الالكترونية، وفيما يتعلق بالتنمية المستدامة بالبعد الاقتصادي كانت استخدام الخدمات الإلكترونية تساعد على تعزيز النمو الاقتصادي وتحسين الكفاءة الاقتصادية، والبعد الاجتماعي كانت ان الخدمات الإلكترونية تمكن الأفراد من تبادل المزيد من المعلومات والآراء، والبعد البيئي في انخفاض استهلاك الورق والمستندات، اما البعد التكنولوجي فكان ان الخدمات الإلكترونية زادت من استخدام التكنولوجيا في الحياة اليومية.
وقد أوصت الدراسة: بإنشاء بنية تحتية شاملة في الضفة الغربية، تدعم تعزيز الاتصالات بالإنترنت وتفادي الأعطال المتكررة، زيادة الوعي باستخدام الخدمات الالكترونية وتشجيع المواطنين على استخدامها، مع تحفيز المشاركة وتعزيز تحسين هذه الخدمات. وفيما يتعلق بالتنمية المستدامة العمل على نشر الوعي بأبعاد التنمية المستدامة من خلال استخدام التقنيات التكنولوجية.
This study aimed to identify the reality of e-services and the challenges they face on one hand, and the reality of sustainable development in its dimensions (economic, social, environmental, and technological), and the challenges it faces on the other hand in the West Bank/Palestine. The study used a descriptive-analytical approach, relying on an electronic questionnaire as a tool for data collection from primary sources. The study population consisted of customers of banks operating in the West Bank. The researcher used a non-probability convenience sampling method due to the difficulty of determining the size of the population, and social media platforms were utilized to collect 77 responses. The focus was on users of e-banking services as they are considered indicators of their knowledge and experience in dealing with e-services in general. This choice is also supported by their activity in responding to the study questionnaire and their participation through various social media platforms. The study reached a set of results, the most important of which is the high utilization of e-services by the study sample individuals. The results also showed that account management and ATM card services were the most used among e-banking services. Regarding sustainable development, in the economic dimension, the use of e-services was found to contribute to economic growth and improve economic efficiency. In the social dimension, e-services enabled individuals to exchange more information and opinions. In the environmental dimension, there was a reduction in paper and document consumption. As for the technological dimension, e-services increased the use of technology in daily life. The study recommended the establishment of comprehensive infrastructure in the West Bank that supports enhancing internet connectivity and avoiding frequent disruptions. It also recommended increasing awareness of the use of electronic services and encouraging citizens to use them, while motivating participation and enhancing the improvement of these services. In terms of sustainable development, efforts should be made to raise awareness of the dimensions of sustainable development through the use of technological advancements.
